STONE HARBOR – Robert Levins submitted his resignation from Stone Harbor Borough Council just months after winning the seat vacated by the retirement of Joan Kramar.
Levins, a retired Philadelphia police inspector, vied for a seat on council in 2016 when his name was one of three submitted by the Stone Harbor Republican Club to fill an unexpired term. Mantura Gallagher was appointed by council. Levins then successfully ran for a seat on council in 2018.
In his letter of resignation, Levins said it had been an honor to serve on the borough’s governing body, but that medical issues which might necessitate a long recovery period led to his decision to step down. His resignation was effective May 1.
Stone Harbor is organized under the borough form of government with all positions elected at-large on a partisan basis. Levins is a Republican.
According to Mayor Judith Davies Dunhour, the Republican Club will submit three names for potential appointment to the vacant seat. Davies-Dunhour expected council to appoint a new member by June 4.
The member selected would serve until Dec. 31. The Republican organization will also select someone whose name will be added to the ballot for Levins’ seat in the November elections. It may or may not be the same individual appointed by council. That individual will be running for election to the remaining two years of Levins’ term.
