Freeholders Introduce $47.5-million Bond Ordinance

CREST HAVEN – Freeholders introduced a $47.5 million bond ordinance at the Nov. 26 meeting. The money will fund almost $8 million in bridge repairs, $27 million for a wide variety of road projects, $11.3 million for renovations at Crest Haven Nursing and Rehabilitation Center piping and the courthouse and just over $1 million for new computers and technology.
According to Francine Springer, chief financial officer, over 80 percent of the road and bridge projects are expected to be reimbursed by FEMA. “The county will not borrow at this time,” Springer told freeholders at the Nov. 26 caucus. She added that the county must first advance the money to fund the projects and will be repaid when grants are finalized. Some of the road and bridge repairs are related to Superstorm Sandy.
Final passage of the bond ordinance is scheduled for Dec. 27.
In other actions the board:
• Authorized Spectrotel to provide connectivity for 22 county desk locations at the County Airport. The current system at that site is 14 years old, and spare parts are not readily available, said Purchasing Agent Kim Allen. From the state contract list, the county polled three vendors and found others to be 20 higher than Spectrotel, she said. This will be the first time the county has done business with the firm.
• Appointed Kristen Bixby to Human Services Advisory Council with a term starting Jan. 1, 2014 and ending Dec. 31, 2016.
• Authorized professional services agreements with following dentists for services as needed: Dr. Frank Fuscaldo, Dr. William F. Robinson, Dr. James W. Rochford, Cape Atlantic Oral and Maxillofacial Surgeons from Jan. 1, 2014 until Dec. 31, 2014.
• Terminated an agreement with Dr. Rafael Attiya through the county Health Department for consulting services, effective Oct. 29, 2013. The position was funded through a Cancer Education Early Detection Grant.
• Authorized a professional services agreement with Remington & Vernick Engineers for $2,500 for Phase I environmental assessment on Block 163.01 Lot 268 in Middle Township for the Open Space Program. The parcel is 29.96 acres.
• Granted permission to Lower Township Rotary Club to close a portion of Bayshore Road (CR 603) Dec. 14 for its 32nd Christmas parade.
• Authorized a professional services contract with Van Note Harvey for surveying of the Jonathan Sachar property, Block 163.01 Lot 268 in Middle Township for the Open Space Program.
