DRBA Executive Director Johnson Announces Retirement

NORTH CAPE MAY — Delaware River and Bay Authority (DRBA) Executive Director James T. Johnson, Jr. announced his intention to retire from the bi-state agency.
A resident of Lewes, Delaware, Johnson served in this leadership role at the DRBA for 10 years.
In a related move, the DRBA Commission approved Resolution 12 – 05, to appoint Scott A. Green, Esq. of Rehoboth Beach, Delaware to be the agency’s next Executive Director upon the retirement of Mr. Johnson.
Green currently serves as a Commissioner. He will resign from that position to become Executive Director. The board action took place at its monthly meeting held in the James Julian Boardroom at the New Castle Administration complex.
“I extend my sincere thanks to Jim Johnson for his decade of outstanding service as Executive Director of the Delaware River and Bay Authority,” said Delaware Governor Jack Markell. “Scott Green is an accomplished and dedicated public servant, and I have every confidence that he will serve the DRBA well in his new role.”
A licensed professional engineer, Johnson plans to pursue other opportunities.
“The DRBA is a great organization and it’s been an honor and a privilege to work with so many talented, dedicated and hardworking individuals over the last ten years” Johnson said. “I am particularly appreciative of the support the many commissioners and governors from both states have provided, as we embarked on the changes that have led this agency to become to a more transparent, open and efficient institution.”
Bill Lowe, Chair of the Authority’s Board of Commissioners, said “It has been an honor to work with Jim Johnson during his tenure as Executive Director. He has served the authority with the utmost dedication and integrity.”
Green is a former senior executive with MBNA America, where his responsibilities included real estate and legal matters, local government relations, and sales.
“I appreciate and value the commissioners’ faith in my ability to handle the responsibilities of Executive Director and I am honored that Governor Markell and Governor Christie have confidence in me to lead this vital transportation organization on the behalf of the citizens of the States of Delaware and New Jersey,” Green said. “Like the country, the DRBA faces significant challenges, but working together as a team, we can turn those challenges into opportunities.”
Lowe stated “Scott Green is a highly respected and experienced leader whose background makes him ideally suited for his new role as executive director.”
A former partner in several law firms, including Saul, Ewing, Green also served in the following capacities: Counsel to the Delaware House of Representatives from 1989-91; County Attorney for New Castle County, Delaware from 1985-87; and Law Clerk for the Superior Court of Delaware in 1980. A 1977 graduate of the University of Delaware with a degree in international relations, Green also earned a juris doctor from the Washington College of Law of American University in Washington, D.C. three years later. Green is a member of the Board of Trustees of the University of Delaware and the Delaware Judicial Nominating Committee.
