AVALON – Michael Bowman, a resident of 24th Street in Avalon, addressed Avalon Borough Council for the second time in June concerning the ongoing work to repair a public bulkhead and dock across the street from his home.
He urged the borough to improve its safety standards and project management, two areas where he said the borough’s contractor had been lax while working on the bulkhead-repair contract.
The bulkhead work necessitated the removal of the pier and dock, with the entire project scheduled to be completed by May 22, in time for Memorial Day. Bowman said the contractor engaged in actions that exposed workers to safety concerns. He also argued that the project management appeared to be “non-existent” or a “fly-by,” the latter reference to the fact that the project is not complete.
Bowman pointed to the heavy use of the public dock on the Fourth of July Weekend last year (2018). He noted that it would not be in shape for the same use this year (2019).
Business Administrator Scott Wahl said the borough intervened and work was proceeding to a conclusion. Wahl also told the council that the contract for the bulkhead project would be discussed at a closed session following the meeting.
He added that the general contractor would be expected to pay all borough costs associated with the delay in completion of the work. Wahl called the late project “an anomaly for the borough.”
