Crest Smoking Ban Prompts Discussion

WILDWOOD CREST ─ Gov. Philip Murphy signed legislation July 20 banning smoking on state beaches; from north to south. Jersey shore communities will feel its effects, and Wildwood Crest is no exception.
As described by Commissioner David Thompson, striking the balance for “peaceful coexistence” begins with considering the rights of smokers and non-smokers.
According to Mayor Don Cabrera, the new law provides for municipalities to designate “smoking zones” at the rear of the beaches, approximately 15 percent of the beach area. A recently formed committee desires Crest beaches to remain completely smoke-free.
An informal poll taken in the borough showed 75 percent of residents also wish for a smoke-free environment on beaches.
“We (commissioners) need to think that through,” Cabrera said July 25.
A final decision will be made by September 2018.
Commissioners requested the public to express its thoughts and become involved in the process.
“I’m not sure I’m sold on 100 percent smoke-free,” Thompson said, expressing his view. Thompson said the commission must consider the rights and wishes of the 25 percent in the informal poll.
“We (commissioners) have to represent both sides,” Thompson continued, “this is a large beach.”
If a designated area for smoking is  provided, Thompson hopes to avoid “clashes” between smokers and non-smokers. Lack of tolerance on either side could lead to violence. Designated receptacles for cigarette butts would also become necessary.
“I was a smoker,” Commissioner Joyce Gould said, joining the discussion. “I smoked on the beach.”
However, Gould believes commissioners should limit smoking areas to every two blocks.
Enforcement of the law rests with police, according to commissioners, not with lifeguards, who cannot afford distractions while on duty.
“We (commissioners) need to keep talking about this,” Cabrera concluded.
Resident Robert Baker concurred with commissioners, saying they were “spot on” in providing a smoking zone. A complete ban could cause issues, according to Baker.
Discussions will continue as Crest officials seek to represent the wishes of those who elected them while complying with state law.
