County to Sell $40-million Bond; Bridges, Roads to Be Upgraded

CREST HAVEN – A $40-million bond sale later this month by Cape May County will fund some bridge, road, and other capital improvements. 
Although county Chief Financial Officer Francine Springer could not tell what the interest rate will be on that 20-year bond, Nov. 14, she told freeholders it would likely have little, if any, impact, perhaps $0.2 of cent on the tax rate. That is because a final $1.6-million installment payment is pending on a 2009 bond.
An increase in ratables, due to new construction, is also expected to moderate the tax rate, she said.
Townsend’s Inlet Bridge
As aging bridges remain uppermost in the minds of county officials and those who cross them, the board approved a $1.1-million modification to a contract with Greenman-Pedersen, Inc. for engineering services on Townsend’s Inlet Bridge.
That contract will involve engineering designs to replace seven spans on the Avalon side of the Ocean Drive bridge (CR 619), part of the span’s underwater substructure repairs.
In other action the board:
* Reappointed Jacqueline Henderson of North Cape May to the County Library Commission until Dec. 31, 2022.
* Named members of a Trustee Search Committee to nominate members to Atlantic Cape Community College Board of Trustees.
* Executed an agreement for $1.99-million with Avalon for its Surfside Park. The plans were previously approved by the Open Space Review Board. Also approved $75,000 to Avalon for its bicycle route expansion on Avalon and First avenues.
* Awarded $1.5-million contract to South State Inc. of Bridgeton for resurfacing of Broadway-Seashore Road in Lower Township and West Cape May. This is a federal aid project. South State was the lower of two bidders.
* Granted Dennis Township permission to close part of Fidler Road and Petersburg Road for the Christmas parade Dec. 7.
* Approved change order for $176,400 to Arthur J. Ogren Inc. of Vineland to buy a generator. Approval was previously given for installation of the unit.
* Approved a change order to Aliano Brothers General Contractors of Vineland for $5,509 for removal and reinstallation of a eucalyptus fence at the new primate exhibit at the zoo.
* Authorized change order for $122,826 to South State Inc. for concrete construction barriers that will stay in place when the Sea Isle Boulevard job is done.
* Authorized application to take part in a federal Unmanned Aircraft Systems (UAS) Integration Pilot Program. This is to boost economic development activities relating to drones.
* Settled for $15,000 with Resdel Corp. and the Delaware River and Bay Authority for claims relating to the firm’s former lease of Building 22 at the County Airport. Resdel was represented by attorney Jeffrey H. Sutherland.
* Approved purchase of a mobile fire training trailer for the county Fire Marshal’s Office for $68,315 from Firevent LLC of Carson City, Nev. Base bid was $61,260; three options increased the price. The purchase is funded by a grant.
