COURT HOUSE — Improvements to Bay Avenue in Ocean City, funded by the Federal government, will be made in 2014. Cape May County received notification from the New Jersey Department of Transportation that the Federal Highway Administration has authorized funding for the Bay Avenue (County Road No. 656) Resurfacing Improvement project in Ocean City. The project was submitted for consideration for federal funding by the South Jersey Transportation Planning Organization.
The $3.5 million project upgrades Bay Avenue from 6th Street to 18th Street by reconstructing the existing asphalt pavement. Also, the concrete sidewalks will be changed at each intersection to make them compliant with the Americans with Disabilities Act. Broken or out-of-grade concrete curbs, gutters and sidewalks will be replaced and additional drainage facilities will be constructed. Upon completion of the project, Bay Avenue will be restriped to provide one travel lane, parking lane and bike lane in each direction and there are plans for continental, piano-keys, style crosswalks to be painted across Bay Avenue at most intersections.
It is anticipated that the Board of Chosen Freeholders will award the project in Dec. with construction slated to begin in mid-March 2014 and completed in mid-June 2014. NJ American Water Company is upgrading their water mains on Bay Avenue in advance of the County’s roadway improvement project. The water company has completed work on the replacement water main on Bay Avenue between 12th Street and 16th Street and is expected to complete water main upgrades on Bay Avenue between 6th Street and Revere Place, 9th Street to 12th Street and 16th Street to 18th Street by the end of Feb. 2014.
Urban Engineers, Inc. of Cherry Hill, NJ, was the designer of the project and assisted the County in securing the various regulatory permits and federal funding. The permits required for the project included NJ Department of Environmental Protection Stormwater Discharge General Permit, Tidelands Riparian Grant, Flood Hazard Area Individual Permit and CAFRA General Permit and Cape Atlantic Conservation District Certification.
