CAPE MAY – Cape May City Council awarded a contract for landscape architecture and engineering services for Lafayette Street Park to Mott MacDonald April 16.
The city elected not to put the over $400,000 contract out to bid because of Mott MacDonald’s intimate knowledge of the site, especially regarding areas that have undergone remediation as part of the Jersey Central Power and Light cleanup from a former gas plant on the site.
City Manager Neil Young explained the city’s position, arguing that any firm new to the site would probably cost as much or more because of the need to gather the knowledge that Mott MacDonald already has. Council members Zack Mullock and Stacey Sheehan questioned the decision not to bid the contract. “I think you have to bid out a $400,000 contract,” Mullock said.
The contract award was made on a 4-to-1 vote with Mullock the only council member dissenting.
