Contract Award Splits Committee

COURT HOUSE – At the final Middle Township Committee meeting of the year Dec. 17, Deputy Mayor Jeffrey DeVico cast an affirmative vote on a contract award that was used to attack him in the recent campaign.
DeVico, who lost his seat in the November election, voted yes on an award of an engineering services contract for the Rio Grande Park which was not the low bid. The award passed on a split vote.
The award grew out of a new system implemented by the committee’s Democratic majority and criticized by Timothy Donohue, the lone Republican.
The new system created a pool of prequalified engineering firms to bid on township projects.
Donohue never embraced the pool concept. He pointed to this instance of the Rio Grande Park award which did not go to the low bidder. 
Donohue claimed the low bidder was a third less expensive than the firm getting the award. DeVico countered that the winning firm brought a lot more to the project giving the township better value for the money spent.
