CAPE MAY – The City of Cape May Housing Authority (CMHA) recently received a banner “High Performer” scoring of 100% in the HUD Public Housing Assessment System (PHAS).
PHAS is HUD’s management tool for effectively and fairly measuring the performance of a Public Housing Agency (PHA) in essential housing operations. This includes the areas or “Sub-Systems” of Financial Condition, Physical Property Condition, Management Operations and Capital Fund, which includes maintaining a high Occupancy Rate.
The CMHA is considered a “Small Housing Agency”, which is also true of the majority of PHA’s across the Country. It is no small task to achieve such success in times of limited funding, whereby housing is provided to a majority of residents at 30% of Median Area Income, or “Extremely Low Income” residents.
“It takes the talent and dedication of our staff and Board members to achieve this kind of success” says Chairman of the Housing Authority, Thomas G. Hynes.
According to the Executive Director, Carol Hackenberg, “It is a constant struggle to make ends meet. The Housing Authority incurs high tenant utility costs which are paid entirely by the Housing Authority, except for a minimal charge to tenants who have clothes dryers or an extra storage freezer. All electric bills, including Heating and Air Conditioning, are all paid for out of the Operating Subsidy/Rental Income. The Water/Sewer bills are paid for with the limited Capital Funding from HUD. We urge our tenants to be mindful of energy and water consumption.”
