The Office of the Administrator and Clerk of the Board of Chosen Freeholders is responsible for the day-to-day operations of both the executive and legislative components of county government.
The County Administrator/Clerk of the Board, Stephen O’Connor, directs a staff of management, professional and administrative personnel. Under the direction of the Board of Chosen Freeholders, this office manages all aspects of county operations. Strategic and policy planning comprise a significant element of staff effort.
The Office of the Clerk of the Board of Chosen Freeholders provides all administrative support to the individual freeholders in their capacity as directors or liaison to county Departments, Boards, Commissions and Authorities. The Clerk of the Board is responsible for maintaining records of official contracts.
Preparation of all freeholder meeting materials, correspondence and constituent service are important segments of the office operation. The Clerk of the Board is also the custodian of the official County Seal.

The Cape May County Communications Office is the central office for all Cape May County Government information. The Communications Office is the link connecting the public with county departments, organizations and services.
The Communications Office works with the media to disseminate important information to the public with the primary goal of keeping the residents of Cape May County informed.
The Communications Office organizes a number of special events and conferences each year.
Additionally, the Communications Office produces The Official County Directory annually, which provides contact information for vital resources in the county as well as helpful county information. Other annual publications include a County 12-month calendar and a County government events calendar.
Also, the office produces a quarterly newsletter, provides government officials for speaking engagements via a Speakers’ Bureau and continues its efforts to keep the public informed through a monthly television interview program, “The Cape May County Report,” which airs the first Sunday of the month at 9:30 a.m. on NBC 40.
The Communications Department is the recipient of the 2010 National Association of Counties Achievement award for its Public Information Initiative. Additionally, the office received three Awards of Excellence from the National Association of County Information Officers.

The Office of County Counsel provides legal advice and direction to the Board of Chosen Freeholders and to all county departments, institutions, boards and agencies.
County Counsel also serves as the attorney for other elected county officials such as the Sheriff, County Clerk and Surrogate.
This office also prepares or reviews all contracts and resolutions prior to their adoption by the Freeholder Board.
Other functions include coordination and interface with special outside counsel for the county, environmental counsel, bond counsel and labor counsel.

The Department of Human Resources and Training is a county department dedicated to serving Cape May County employees and their families. Barbara Bakley-Marino, Esq., the Director of Personnel, has an “Open Door” policy through which employees may come and share their needs and concerns and will be listened to with respect and know any issues will be handled in a confidential and timely manner.

The Cape May County Department of Management Information Services (M.I.S.) manages two IBM I-series midrange systems, 30 plus servers and approximately 600 computer users located at various sites throughout the county that are connected with fiber optic cable and wireless technology.
M.I.S. is responsible for overseeing the technology governing everything from high level financial and record management to the operation of computers and printers on each user’s desk. M.I.S. developed and maintains a state of the art Business Continuity and Disaster Recovery system to protect critical county data. Also, M.I.S. provides off-site storage of back-up data for several municipalities.
M.I.S. is utilizing server and desktop virtualization technology in several departments as a tool to maximize efficiency and minimize cost. M.I.S. works with individual departments to provide effective workflow solutions while maintaining the security and integrity of county computer operations and standards.

The mission of the Cape May County Parks & Zoo is to provide recreation opportunities for year-round residents and visitors of Cape May County.
The Cape May County Free Zoo professionally exhibits specific species of animals and provides a comprehensive program of recreation, education and conservation.
The main Cape May County Park, located at 707 Route 9 North in Cape May Court House, is a recreational facility and a zoo combined.
The Park has recently undergone worthwhile renovations to improve the traffic and pedestrian circulation. Additional handicap, bus and vehicle parking spaces were also added. The entrance to the zoo now depicts a large courtyard area near the concession stands and gift shop which will be the setting for future special events and social gatherings.
The Park has something for everyone including bike and walking trails, several playgrounds, picnic areas, beautiful ponds, a nine-hole disc golf course equipped with targets, a Par Course Fitness Station which consists of a variety of exercise stations for individuals interested in physical fitness; all equipment is ADA accessible.
The Zoo houses over 200 different species with more than 550 animals including tigers, giraffes, snow leopards, ring-tailed lemurs, mountain bongos, zebras, alligators and several species of small primates to name a few.
The Education Department offers programs throughout the year, including Zoo Camp, Distance Learning, On-Site Programs as well as Outreach Programs.
Also, keep an eye open for classes we are offering through Atlantic Cape Community College.
On-Site programs are half-hour sessions that can be a hands-on animal encounter with some live educational animals or a specialized zoo outing.
The county also operates other parks in the area. County Park South is located at 1303 Bayshore Road in Del Haven. It offers picnic facilities, basketball courts, a playground, walking trails and more to fill your outdoor activity needs.
County Park East, Route 9 and Crest Haven Road in Cape May Court House, has tennis and basketball courts, a baseball field and a picnic shelter.
Richard Cameron Wildlife Sanctuary (County Park North), located at 1099 Shore Road in Palermo, is set up as a nature reserve and is a wonderful place for bird watchers and nature lovers.
Accredited by the Association of Zoos and Aquariums, the Cape May County Zoo holds a place among the finest zoos in the country. Easily accessible with paved walkways and boardwalk paths, the Park and Zoo are open 364 days, weather permitting, closed on Christmas.
The Zoo hours are 10 a.m. to 4:45 p.m. during Daylight Savings Time and 10 a.m. to 3:45 p.m. during fall and winter months. The Park is open from 9 a.m. to dusk year-round.
Admission to the Park and Zoo is free, though donations are greatly appreciated. If you plan to visit by bus, use a shelter or the gazebo, reservations are required and fees may apply.

The Cape May County Public Works Department works to maintain a safe and economical transportation system in order to provide a good quality of life for all Cape May County residents and vacationers.
The department’s responsibilities include 22 bridges, 210 miles of roadway, 150 traffic signals, over 1,000 drainage systems, as well as responsibility for some buildings.
The Department consists of the Engineer’s Office, Road Division, Fleet Maintenance Management, Bridge Maintenance Division, Traffic Signal Division, Traffic Maintenance Division, Bridge Operations Division and Bridge Electrical Division.
The Department’s chief administrative officer is Dale M. Foster, who is also the County Engineer.
His office provides sign services, engineering, construction management and inspection of county road and bridge projects.
Joseph Versaggi serves as Superintendent of both the Road and Heavy Equipment Maintenance Divisions.
The Road Maintenance Division cleans, inspects, paves and repairs all county roads. In the winter, the road division provides plowing and snow removal services, as well as placing salt and de-icing materials in order to insure vehicular safety.
The Bridge Maintenance Division repairs county bridges and assists with inspections and capital improvements.
The Traffic Signal Division is responsible for the 150 traffic signals under county jurisdiction.

The Purchasing Department is responsible for purchasing the goods and services for Cape May County Departments, capital budget processing, farmland/open space appraisal review and the County On-line Auction for surplus county property.
All bids and proposals are available for download and may be viewed on the County procurement portal accessible via the county Website capemaycountygov.net. Vendors may register, at no cost, to receive bid packages and bid results are posted on the procurement portal.
The county online auction is also available via the county Website. All surplus property, including vehicles, is advertised on the auction site throughout the year.
The Purchasing Department is the lead agency for the Cape May County Cooperative Pricing System.
The county, in cooperation with its current membership of 28 agencies, bids out various commodities and services such as rock salt, janitorial supplies and the Procurement-card program. The County also is a member of the South Jersey Power Cooperative for gas and electric contracts.
The Purchasing Department also oversees the operations of the County Print Shop. The County Print Shop facilitates the majority of the printing requirements within the County.

The Department of Facilities and Services (F&S) provides a full range of facilities management services, new construction and building renovations. The LEED (Leadership in Energy and Environmental Design) Silver rated Sea Isle City Library is well under construction with a proposed summer 2011 opening and the renovated Cape May City Library has been operational since spring, 2010.
We hope to break ground for the new Stone Harbor Library in the late spring of this year. F&S is also providing project management for a countywide physical security upgrade which is scheduled for completion this June.
F & S is responsible for general maintenance, housekeeping, mail delivery and warehousing.
The Department is committed to Green Building Design and Maintenance and Energy Conservation.
All in-house projects are designed with green standards and all of our new, large scale construction projects are designed to receive a LEED Silver rating.

Cape May County Fare Free Transportation provides daily deviated fixed-route and demand-response transportation to the residents of Cape May County. Fare Free provides over 250,000 one-way trips annually.
Service is provided to senior citizens, disabled residents, veterans, individuals of low-income and the general public, all on a seats available basis.
Transportation is provided daily to all areas of Cape May County and medical facilities in the Atlantic County area. Twice weekly service is also provided to medical facilities in the Camden and Philadelphia areas while service is provided once a week to the Wilmington, Delaware area.

The Cape May County Planning Department is the professional staff of the Cape May County Planning Board, which is designed to guide the general growth and redevelopment of the County of Cape May. The Planning Board Meetings are held bi-monthly on the third Tuesday of odd-numbered months at 5:30 in the County Administration Building. Members of the public are welcome and encouraged to attend.

In general, the responsibilities of the Department can be categorized as follows: Regional Planning – The Planning Department participates in a number of regional planning initiatives, including the development of the Cape May County Comprehensive Plan.
The Plan addresses topics such as housing, natural resources and related issues. Focused transportation planning initiatives are undertaken as part of the Department’s membership in the South Jersey Transportation Planning Organization. Regional issues are also addressed through the Department’s participation in the New Jersey County Planners Association.
Development Review – The Department reviews all subdivisions of land and site plans which occur in the County to determine the impact on County roads and drainage systems. GIS – Two Geographic Information Systems (GIS) specialists are on hand at the Department to assist other County Departments and municipalities with the development and interpretation of maps.
The Department has an extensive set of data, which is used on a daily basis to assist in land-use decision making. Public access to the information is available on the Cape May County Internet Map Server (IMS) at www.capemaycountyims.net. There, individuals can use the program modules to find out information on parcels, tourism, critical facilities and the County Veterans’ Cemetery.
Economic Resources & Capital Planning -The Department maintains a list of referrals for individuals seeking assistance with establishing or growing small business. In addition, work is done to research, apply and administer grants in support of county projects.

The Division of Open Space and Farmland Preservation is part of the Planning Department. Created in 1989, this Division has preserved 1,100 acres of open space 2,900 acres of farmland throughout Cape May County.
The regular meeting of the Cape May County Planning Board is open to the public and is held on the third Tuesday of the month at 7:30 p.m. in the Intermediate Meeting Room of the County Administration Building.

Cape May County Library has over 402,000 items available, including books, DVDs, audio books and video games. Audio books and ebooks can be downloaded from the library’s Website. Free Internet and wireless access is offered at all branch locations.
The Bookmobile visits 13 different locations throughout the county. A wide variety of online databases can be accessed from home as well as from the library, including databases on genealogy, law, engine repair, collectibles, birding and many other subjects.
Children’s and Teen Services include Gaming, Movie Nights, Story Hours, Lego Clubs, Creative Writing, Open Mic sessions, Book Clubs, Graphic Novel and Manga Clubs, Yoga and many other activities.
Programs for Adults include classes on Cooking, Exercise, Language, Natural History, Crafts, Painting and a variety of other subjects, Homebound Delivery, Computer Classes, several different Book Clubs, Musical events and many other types of programs.

The County Adjuster’s Office determines the legal settlement and support for county residents admitted to New Jersey psychiatric hospitals.
The Adjuster’s Office schedules court hearings on these matters and is responsible to provide legal representation for patients at civil commitment hearings. The Adjuster also performs mental health searches for firearm applicants on behalf of law enforcement agencies.
The Adjuster prepares and disburses a portion of the county budget for the county share of maintenance for the mentally ill and developmentally disabled, indigent burials, foster care for children in placement by the NJ Division of Youth and Family Services, medical, dental and pharmaceutical care for County Correctional Center inmates and aid to local volunteer rescue squads.

The County Clerk’s Election Section prepares sample ballots, processes absentee ballots and certifies the countywide election results upon the completion of the vote’s canvass.

The County Clerk records veterans’ honorable discharge papers and processes vendor licenses for veterans and exempt firemen. Cape May County Veterans’ Identification Cards are available to honorably discharged veterans domiciled in the county. The County Clerk administers oaths to notaries and others and performs marriage and civil union ceremonies.
As Register of Deeds and Mortgages the duties of the County Clerk include recording, filing and maintaining records of real property in Cape May County. The Record Room is open to the public for researching maps, deeds and other property records. The County Clerk maintains an archive of vital land and civil records dating back to the 1690s.

The Cape May County Civil Division along with criminal, family, probation and support enforcement is a part of the State Superior Court System. It is located at 9 North Main Street in Cape May Court House.
There is a Public Access Kiosk located on the same floor as the Criminal Division. This computer provides access to information on defendants in any county statewide, regarding sentence, crime, indictment number, etc. It is open during regular office hours for people to use.

The Cape May County Emergency Management Communications Center works closely with the Federal Emergency Management Agency, the New Jersey Office of Emergency Management and each of the respective Cape May County Municipal Offices of Emergency Management, in coordinating activities for dealing with emergency events.
Planning, response, recovery and mitigation are a cohesive effort in this Cape May County Emergency Management Community.
The overseeing of the countywide 9-1-1 network is also a primary function of the organization.
The Cape May County EMCC Community Awareness Program has been developed to present the emergency management community concepts to civic groups, schools, business organizations, social clubs and is available to participate in forums to help raise the level of awareness of the residents and visitors regarding hazardous and coastal threatening events.

The Cape May County Fire Marshal’s office provides initial and specialized training for 1,100 fire fighters in Cape May County. The Fire Marshal’s office investigates fires to determine cause and origin.
The Fire Marshal’s office offers a “Juvenile Fire Setter” program and partners with the Department of Social Services and local fire departments to distribute free smoke detectors to the elderly, homebound, and indigent.
Additionally, the Fire Marshal’s office offers classes for Junior Fire Students as well as educational programs to the schools, nursing homes, and senior citizens along with fire prevention programs.
The Training Academy has expanded the burn facility and installed a propane car for training. Additional courses have been added to prepare Cape May County firemen in weapons of mass destruction. The Southern Regional Medical Examiner’s Office is located at 1175 DeHirsch Avenue in Woodbine.
Under the auspices of the New Jersey Department of Law and Public Safety, Division of Criminal Justice, the Medical Examiner’s Office is responsible for the investigation of sudden unattended deaths as mandated by the State Medical Examiner’s Act and interacts on a daily basis with families, physicians, hospitals, police agencies and prosecutors in Cape May and Cumberland counties.

The Cape May County Department of Mosquito Control, formerly the Cape May County Mosquito Extermination Commission, has been in existence since 1915.
Cape May County is a peninsula covering 277 square miles, two-thirds of which is comprised of marsh and woodland. Much of this land serves as mosquito larval habitat for one or more of the 63 species of mosquitoes that occur in the state.
The Department of Mosquito Control’s objective is to manage mosquito populations using an integrated control approach according to the New Jersey Health Statutes, Chapter 26:9; stressing environmental safety, economics, efficacy, research and surveillance in order to protect the health and welfare of the citizens and visitors of Cape May County.

The Cape May County Prosecutor’s Office is responsible for the detection, arrest, indictment and conviction of criminal offenders. It is staffed by assistant prosecutors, detectives, investigators and professional support personnel.
As the chief law enforcement officer of the county, Prosecutor Robert L. Taylor exercises the same powers as the New Jersey Attorney General on the county level. In fulfilling his duties, he may command the cooperation of all the local law enforcement authorities in the county.
Through the Prosecutor’s Office of Victim/Witness Advocacy, the rights of crime victims and witnesses are safeguarded, and a wide variety of services are routinely provided to all crime victims.
The Prosecutor’s Office also has a Community Outreach Program that is available for schools and parents on bullying, cyber safety, drug and gang awareness.

The Police Academy offers over 3,200 hours of basic and advanced in-service training programs to law enforcement officers throughout the county and state. This year approximately 1,400 police officers and over 200 civilians will train at the Police Academy.
Approximately 250 Special Law Enforcement Officers (Summer Officers) will train at this facility.
The Public Safety Training Center sponsors a Citizens Police Academy to give citizens an understanding of what law enforcement officers do and why.

The Sheriff’s Office has a long and proud history of service to the citizens of Cape May County that dates back to 1692.
The Sheriff’s Law Enforcement Division provides protection for those people working and conducting business in the Superior Court.
The Law Enforcement Division is also responsible for the administration and enforcement of civil mandates emanating from the Superior Court of New Jersey, including Sheriff’s sales, the serving of subpoenas and levies on wages and personal and real property.
The K-9 Unit focuses on search and rescue. Their training includes narcotics detection, explosive detection, street patrol, arson detection, tracking and a cadaver dog.
The Crime Prevention and Safety Unit is currently conducting CPS (Child Passenger Seat) inspections once a month. They are also providing “McGruff” the Crime Dog programs titled “Dangerous Strangers” to all pre-kindergarten and kindergarten students in Cape May County. This Unit recently introduced “Eddie Eagle” and a program designed to educate young people on gun safety and dangers.
In addition, Sheriff Gary Schaffer formed a Traffic Safety Task Force to educate our citizens on safety issues. There is also a “Buckle-Up Stencil Program” available to anyone in Cape May County.
Security is under the direction of the Cape May County Sheriff’s Office.
The security unit mans a 24-hour permanent position at the Crest Haven Nursing Home and provides stationary posts during business hours at the main Cape May County Library and the Social Services Building in Rio Grande.
A 24-hour roving patrol is responsible for the security of all county facilities, which includes assisting the Sheriff’s Officers in the Cape May County Park and Zoo.
The Sheriff’s Office has partnered with the Department of Aging to initiate Project Lifesaver, a non-profit international organization that provides a rescue program for wandering victims of Alzheimer’s disease and mental disorders such as Down’s syndrome and autism.
The Sheriff’s Correctional Division has the primary function of maintaining security within the correctional center.
A Sheriff’s Labor Assistance Program (SLAP) is currently in place, which allows certain qualifying inmates to serve their sentence outside of the correctional center by working in various county facilities.

The Cape May County Animal Shelter and Adoption Center is under the direction of the Cape May County Sheriff’s Office.
Centrally located in the Crest Haven Complex, the shelter assists in the location of missing animals and the eventual reuniting with their families. In addition, the animal attendants work on the socialization of stray animals to facilitate the adoption process. The shelter is open seven days a week.

The Cape May County Youth Services System consists of Juvenile and Family Crisis Intervention Services, Family Court Assessment Team, the Intensive Supervision Program and subcontracts for youth shelter and detention services. There is no charge for any of these services.
The Juvenile/Family Crisis Intervention Unit (Phone 465-1374, Fax 465-8603) assists ‘families in crisis” through family counseling and referrals to appropriate agencies in the community.

The function of the Department of Aging is to promote the well-being of older persons in Cape May County by developing and advocating for services, which assist older citizens to maintain their independence and quality of life. The department promotes knowledge and understanding of the nature of aging and identifies the needs and gaps in service.
This office contracts for services and monitors service providers to assure that quality standards are met. The Cape May County Board of Social Services administers a wide variety of federal and state programs that provide financial assistance and services to eligible county residents.
These programs include: Temporary Assistance to Needy Families (TANF) which can provide cash and food assistance and medical coverage to eligible families; General Assistance (GA) which can provide cash and food assistance and medical coverage to eligible individuals age 18 and over without children who, at the time, have no or minimal income; Food Stamp Program which provides eligible households funds to purchase food items through the Electronic Bank Transfer (EBT).
Work First NJ Case Management links TANF and post-TANF recipients with job and job related activities and with needed support services including childcare, transportation, funds for job enhancement, and referral for substance abuse services as well as other vocational rehabilitation programs.
Child Support and Paternity Services establishes paternity for children and obtains court orders for support and medical coverage with the assistance of the agency’s attorney and the court system.
Medicaid Eligibility determines eligibility for Medicaid and other medical coverage programs. Additionally, assistance with Nursing Home and Assisted Living care may be available. As with all programs income eligibility does apply. The Family Medicaid Unit assists families with children, or just children, with various medical benefits that are available based on income eligibility. Social Services Department provides information, referrals and services to families and individuals including the elderly and disabled. Vulnerable adult populations are provided services in accordance with the Adult Protective Services Act.
The Emergency Assistance unit provides services for the homeless and those at risk of homelessness, whether it is an individual or family. Services include, but are not limited to, assistance with back rent, first month’s rent or security deposits and utilities.
The Fraud and Investigative Unit investigates all allegations of fraud in any program administered by the Board.

Crest Haven Nursing and Rehabilitation Center is a 180 bed skilled nursing facility that is fully certified under Medicare and Medicaid as well as several private insurance plans. Our services include skilled nursing for long term care and a secure Alzheimer’s dementia unit.
We also provide extensive short term rehabilitation services following hospitalization for surgery or other acute injuries or illnesses. There is a state of the art therapy gym, with a residential kitchen and bath for training residents in the life skills needed to regain their independence and return to home.
Also, there is an eight bed palliative care unit designed for short term respite stays of hospice patients in the community whose caregiver at home requires a needed rest. The focus is on the comfort of the family as well as the patient.
Crest Haven is owned and operated by the County of Cape May with origins dating back to 1821. The Clinical Laboratory is licensed through the New Jersey State Department of Health and Senior Services to conduct testing in the specialties of urinalysis, bacteriology, hematology, chemistry, diagnostic immunology and toxicology. The laboratory is CLIA certified and follows the quality control and proficiency programs required for this certification.
The Water Quality Laboratory is certified through the New Jersey State Department of Environment Protection, Office of Quality Assurance.
The laboratory performs testing for the PWTA program, which tests private well water, the Public Non-community Water supply program, the CCMP Beach program, which monitors the bathing waters during the summer, the CEHA environmental monitoring program and Sewage Treatment Plant monitoring. Cape May County Municipal Alliances for the Prevention of Substance Abuse offers over 70 local prevention programs serving county residents of all ages.
The county Department of Human Services oversees the activities of the seven Municipal Alliances encompassing 14 municipalities and conducts county-wide initiatives. The award-winning “We Check for 21” program is a collaborative effort of businesses and law enforcement to reduce underage drinking by training liquor establishment personnel to recognize false identification.

The Cape May County Department of Tourism has been promoting the county as a tourist destination for more than 70 years.
With the impact of the economy a major factor and rising fuel costs, the department concentrates its efforts within a 300-mile radius.
Internationally, they continue to promote in Canada, with the Montreal region being the target market.
Beginning in early January, the employees of the Department of Tourism start on the first of 20 consumer trade shows.
By mid-February the department’s advertising campaign kicks off and runs through September.
The brochure and display advertising placed by the Department’s In-House Agency, results in more than 70,000 calls and emails to the Tourism Department’s toll free line and Website and more than 50,000 vacation packets mailed out.
To complete the multi-media advertising buys, the Jersey Cape is also promoted via cable television, radio, social media and Internet in the marketplace.
The Department’s huge photo library works hand in hand with the department’s public relations component and has provided magazines, newspapers and other publications photos of the county while pitching story ideas.
These public relations efforts have resulted in hundreds of thousands of dollars in free publicity.

The Cape May County Board of Elections conducts all elections held throughout Cape May County. The Election Board works along with the New Jersey State Department’s Division of Elections, the Cape May County Clerk’s Office as well as all Cape May County Municipal Clerks.
The Election Board works to ensure that the New Jersey State Election Laws of “Title 19” are followed with the utmost integrity.

The Cape May County Office of Education is a part of the New Jersey Department of Education, Division of Field Services.
In serving as a liaison with the NJDOE, the county office is responsible to the NJDOE for advising and monitoring our local school districts to ensure that they are complying with state rules and regulations. Our Executive County Superintendent, Dr. Richard Stepura, is responsible for all of the functions in the office.
The Educational Specialist, Michael McKnight, works mostly in the areas of curriculum, affirmative action, basic skills and school testing; our County School Business Administrator, Lisa Kaminski, works primarily with the school districts in the areas of transportation, budgets, facilities and the application for state school aid; and our Child Study Supervisor works predominantly in the area of special education, assisting districts with placement of classified children, giving workshops and training sessions on state regulations and working as a mediator for parents and school districts when problems arise.
Other services provided by our office include processing traditional and alternate route teacher certification through the Office of Licensing in Trenton and processing and issuing substitute certificates.

The Cape May County Historical & Genealogical Society (CMCHGS) operates the Cape May County Museum and Alexander Genealogy Library. The CMCHGS is a private, non-profit organization and a department of County government that is dedicated to preserving the diverse history of Cape May County for the education, enlightenment and pleasure of present and future generations.
Visitors are invited to explore, discover and learn Jersey Cape history through programs and tours of the historic Cresse-Holmes House Estate and by researching local history and genealogy at the Alexander Memorial Library.
The Museum holds the largest collection of Cape May County artifacts in the historic Cresse-Holmes House. Visitors will be in awe with the priceless collection exhibited in the 16 rooms that contain Native American, medical, military, toy, maritime and transportation artifacts, just to name a few.

Surrogate
The New Jersey Constitution requires the election of a Surrogate in each of New Jersey’s 21 counties. The term of office is for five years and the Surrogate is both the Judge and Clerk of the Surrogate Court.
Elected in 1972, W. Robert Hentges became only the 20th person to hold the position as Cape May County Surrogate since 1723.
Primarily, the Surrogate Court probates wills for persons who die residents of Cape May County.
When a person dies without a will, they have died intestate. In that case, the Surrogate will appoint the appropriate person to administer the estate of the decedent.
When a minor inherits money from an estate, or receives an award from a Court for injuries suffered in an accident, the funds are usually deposited with the Surrogate.
The Surrogate is also the “Deputy Clerk of the Superior Court” in all contested probate matters and in all adoption matters.
In his role as Deputy Clerk of the Superior Court, Surrogate Hentges is also responsible for receiving pleadings for the appointment of guardians for those elderly persons who, because of advanced age and infirmity, require a guardian to be appointed to handle their affairs.

The Tax Board equalizes municipal ratables by analyzing each property transfer and determining the taxing district’s assessment level, comparing each assessment to each selling price.
The board, in their role as a quasi-judicial over-sight agency, hears assessment appeals from April 1 annually, resolving disputes between property owners and their municipality.
The board, through their administrator and staff, supervises the daily work product of all municipal assessors.
May through June the board compiles all local budgets.
Fire districts, school districts, municipalities, and the county itself certify their tax levies to the tax board so that a rate may be set by the board.
Tax bills are printed after the tax rate is determined and delivered to municipal collectors for mailing. The tax board sets the total collectibles.
Challenges to “Added Assessments,” the result of new construction, are heard by the board on the third Tuesday in December.
Public records on file in the board’s offices include the original Certified Tax List for every taxing district. This list includes all property ownership records.

The Cape May County Division of Culture and Heritage promotes public interest and participation in both local and county history, as well as in the arts and the cultural traditions of the community. It also supports the development of Cape May County’s arts, history and cultural organizations.
The Division is under the direction of an eight-member, volunteer, County Culture and Heritage Commission. The Division is funded through the County Library Commission.
The Division is the designated County agency to apply for, receive and administer block grants, or re-grants, for local groups from the New Jersey State Council on the Arts and the New Jersey Historical Commission.
The Division also provides technical assistance and workshops for artists and organizations in the County, promotes arts and history education in schools, sponsors meetings to address local groups’ current cultural and administrative concerns, maintains a County Culture and Heritage Website (cmcculture.org) which features links to local groups and coordinates the County’s annual participation in the National Arts Program.
Additionally, the Division provides technical assistance to groups regarding the Americans with Disabilities Act (ADA).
The Division Office is located in the Beesley House, 605 Route 9 North, Cape May Court House. Office hours are 8:30 a.m. to 4:30 p.m. Monday–Friday.
