AVALON – The Borough of Avalon is actively enforcing a new section in its Chapter 8 ordinance that regulates the parking of construction trailers throughout the community. This is in response to quality of life complaints from the public that construction trailers were parked on Borough streets away from active sites by, and for the convenience of, contractors working in the Borough.
Aug. 25 Avalon issued two summonses and towed a construction trailer owned by Ross Construction Company in Egg Harbor Township. The trailer was twice illegally parked away from an active construction site and also did not have the contractor’s name and number on both sides of the trailer. The trailer had been parked illegally in the 5500 block of Dune Drive and in the 100 block of 71st Street. The summonses and order to tow came from the office of Avalon Code Enforcement.
“The Borough has been very proactive with conversations and warnings with contractors regarding the construction trailer parking regulations in the Borough”, said Avalon Mayor Martin Pagliughi. “For contractors who do not listen to these warnings nor comply with the ordinance, they can expect expensive summonses and their trailers hooked to a tow truck. Avalon insists on full cooperation from contractors with compliance to this regulation”.
The construction trailer parking ordinance is enforced by the Avalon Police Department with cooperation from the Avalon Office of Code Enforcement.
Avalon’s construction trailer ordinance in Chapter 8/Parking Regulations reads:
8-16.4 Parking of Trailer-Type Vehicles Prohibited on Borough Streets During Certain Times; Exception.
a. Effective Jan. 1, 2017 it shall be unlawful for any person or entity to park any trailer-type vehicle, as defined herein, on any Borough Street commencing at 12:01 a.m. on the Friday preceding Memorial Day through and inclusive of midnight on Sept. 30 of each year.
b. Exception. The provisions contained in paragraph a. shall not apply to:
1. Construction tool trailers which may be parked, without restriction, at any time of the year at or near active construction sites but only when the owner or lessee thereof is then actively and actually engaged in the construction process.
2. Boat and water-craft trailers which shall not be parked on any Borough Street from 12:01 a.m. on June 1 through and inclusive of midnight on September 30 of each year.
3. Trailer- type vehicles which are making deliveries or providing any service to any business or residence may be parked temporarily and only for brief time periods while engaged in such activity.
c. Removal from Construction Sites. All construction tool trailers and all other trailer-type vehicles shall be removed from the construction site and from the vicinity thereof immediately following the completion of the construction project or any portion or phase thereof when the owner or lessee of such trailer has completed work or activity at the construction site.
