AVALON – At Avalon Borough Council’s March 14 meeting, the borough awarded a contract for public relations and advertising services to 7 Mile Publishing and Creative Group for one year commencing April 1.
The company submitted a proposal to the borough Feb. 21 and quickly saw the award which marks a continuation of a business relationship with Avalon. The certification of funds for the contract was $29,213.
Citing some exemptions which allow for the award of a contract without competitive bidding, the resolution noted that the services were “specialized and technical in nature” and that quality must be judged “by subjective considerations that are not susceptible to valuation by competitive bidding.”
