Arsenault Becomes County Counsel; Springer Reappointed as CFO

CREST HAVEN – Freeholders removed “acting” from before James B. Arsenault Jr.’s title Dec. 22, when they appointed him to a three-year term as county counsel effective Dec. 9, 2015.
In that capacity Arsenault advises the board on all legal matters, and may be called to represent the county in court.
He previously served as assistant to former County Counsel Barbara Bakley-Marino.
At the same meeting, the board reappointed Francine Springer as chief financial officer for a three-year term, which will begin Jan. 1, 2016 and will expire Dec. 31, 2018.
Arsenault and Springer were present at the meeting; no comment was made by the board regarding either.
In other action the board:
Approved a labor contract with the Police Benevolent Association Local 59 that covers captains and lieutenants at the Cape May County Prosecutor’s Office from Jan. 1, 2014 to Dec. 31, 2016.
Awarded one-year contracts with two, one-year options for residential cleaning services for the Department of Social Services, starting Jan. 1, 2016 to It’s Spotless, LLC, Home Clean Home, BTS Cleaning Service, and CNS Cleaning Co., Inc. All were chosen after they had submitted bids for their services.
Awarded competitive one-year contracts with two, one-year option contracts to veterinarians to provide services to the Cape May County Animal Shelter. They were: Shore Veterinarians, P.A. Abri Animal Hospital, Ocean View Veterinary Hospital, Parkway Veterinary Hospital, South Paw Animal Hospital, Inc. and Baysea Veterinary Hospital, P.A.
Approved a professional services agreement with Prisoner Transport Service of America LLC of Nashville, Tenn. to provide extradition services for the County Prosecutor’s Office for a year commencing Jan. 1 and ending Dec. 31, 2016. The amount is not to exceed $17,000. Purchasing Agent Kevin Lare said the service cost the county about $6,000 last year.
Approved a rate of 54 cents a mile for reimbursement of mileage when a personal vehicle is used for county business. The rate is set by the Internal Revenue Service.
Reappointed members to the Human Services Advisory Council: Bill Desmond, member-at-large, John McDonald, consumer, Rose Kuprianov, consumer and Marilou Rochford, consumer advocate. All will serve until Dec. 31, 2018.
Appointed for 2016, members of the Agency on Aging Advisory Council: Carol Bitting, Dottie Drake, Sabrina Hand, Sonia Ford, Maria Giansante, Barry Keefe, Bonnie Mangle, Lee Shupert, Maryann Thomas, William Thomas, Rita Voli. Freeholder Kristine Gabor is ex-officio member.
Awarded contract for $309,464 to Air Control Technology Inc. for a re-bid of the rooftop unit for heating, ventilation and air conditioning of the county Administration Building.
Awarded contract for $261,937 to Fabbri Builders Inc. for rebid of a modular building for the Spay and Neuter Clinic by the Animal Shelter.
