AVALON –– Business Administrator Andrew Bednarek discussed a fifth change order in the construction of the new Public Safety Building beside Borough Hall on Dune Drive to host borough police, firefighters and EMT services, at council’s Aug. 6 work session.
Additional work at a cost of $1,643 is needed to undo work already done by tearing down a wall between the public restrooms and dispatch area to install bulletproof panels within.
Avalon Police Chief David Dean said Capt. John McCormick requested the change, be-cause of potential hidden firearms, after he did a walk through inspection of the facility. Dean said McCormick could see the absence of panels because the wall was still open.
Bednarek said it was an oversight in the building’s design that was overlooked until that phase of construction.
Bednarek said the project’s architect, Garrison Architects, requested a change order pro-posal from the general contractor to apply the material.
“What I will do tomorrow is this: I will say to the architect ‘of the $1,643, how many hours does that represent to remove and replace something that shouldn’t have been put in in the first place?’ and deduct that from the change order.
“In other words, let the contractor, or architect or somebody else, eat that portion of the change order,” Bednarek said.
“As a member of the Finance Committee, I feel this is a problem because of oversight and disconnect in communication,” Councilwoman Nancy Hudanich said.
Council agreed the panels are necessary and need to be installed under safety regulations.
