Airport Building Cleanup Costs Mount

CREST HAVEN – Building 12 at Cape May County Airport continues to cost taxpayers even after it’s gone. The building, which once housed the Navy mess hall, was later used for a variety of purposes. Some or all of those polluted the surrounding ground, for which the county paid for remediation.
At the Jan. 26 meeting, freeholders approved a $23,342 contract to Garden State Construction Inc. for slab and foundation demolition.
The Clermont-based firm was previously awarded a contract, however, during excavation work, an underground fuel storage tank, additional floor slabs, additional transite piping and rubble was unearthed under the main floor slab. That find resulted in more work than originally contained in the earlier contract.
Also related to Building 12, the board approved modification in the amount of $24,000 to a professional services agreement to Hatch Mott MacDonald for license site remediation at the site. That extra sum was because of the finding of the above-mentioned underground fuel storage tank during demolition.
In other business the board:
Approved a change order for $2,905 to Aliano Brothers General Contractors Inc. for the Stone Harbor Branch Library. The change order was the result of a redesign of the first floor slab.
Appointed Cornelius R. Byrne Jr. as a member of the Open Space Review Board. He is a member of the Cape May County Park Advisory Board. His term will expire Dec. 1, 2016. He fills the unexpired term of Michael T. McLaughlin.
Appointed and reappointed member of the Voting Accessibility Committee. Their terms started Feb. 14, 2015 and will terminate Feb. 13, 2018. They are: Edward W. Taylor, president, Susan L. DeLanzo, member, Arthur Blomkvest, member, Jeffrey H. Sutherland, member, Douglass S. Dunhour, registrar, Michael P. Kennedy, registrar, Freeholder E. Marie Hayes, Debra E. Dunhour, David Biodi, Ronald Jost, ADA compliance, George Moore, public, disabled.
Appointed Matt Boehm as a member of the Communication Support Group whose term will expire Dec. 31, 2018.
Designated Cape Counseling Services Inc. as Intoxicated Driver Resource Center for 2016 at no cost to the taxpayers. They provide counseling for residents convicted of driving under the influence.
Awarded a contract to Cape Regional Home Health Care LLC for administrative and management of home health care services. An initial one-time lump sum payment of $100,000 will be paid for the management and operational rights to the county’s home health program. After that, a percentage of all revenue will be shared with the county for funds from Medicare and Medicaid services.
Appointed deputy fire marshals whose terms will continue until Dec. 31, 2018. They are Stephen Schaffer, Lewis Ostrander, Rocco DiSilvestro, Richard Harron Jr. and David Perry. They perform investigations at fire scenes and conduct fire training courses as well as fire prevention instruction.
Reappointed a fire coordinator and deputy fire coordinators with terms expiring Dec. 31, 2017. Fire coordinator, J. Greg Neill. Deputy Fire coordinators, Chris Walters, Ronald McGowen, Jonathan Schwartz and Jeffrey Pierson.
Approved a contract with Paul S. Skill as chief of county investigators in the Cape May County Prosecutor’s Office until Dec. 31, 2016.
