UPDATE: Charges Dismissed In August ’14 Case

UPDATE: All five charges against Francis W. Dunn, 43, of Philadelphia, Pa., filed by Stone Harbor Police Aug. 24, 2014, were dismissed by Superior Court Judge Patricia Wild June 24.

STONE HARBOR – Stone Harbor Police were dispatched to a convenience store located in the 9400 block of Third Ave. for a report of an intoxicated male harassing employees and customers Aug. 24.
Upon officer arrival on scene, victims and witnesses directed responding officers to a male, identified as Francis William Dunn, 42, of Philadelphia, PA, who was leaning against a vehicle on the 200 Block of 94th Street.
Dunn was found to be intoxicated and investigation conducted by Patrolman David Hartzell revealed that while Dunn was in a convenience store, he had grabbed the buttocks of several female customers prior to exiting the store. As Dunn was leaving the store, a family consisting of several children was entering. As Dunn walked past the family, Dunn smacked a 13-year-old female juvenile in the buttocks and walked out of the store. It was further learned that the vehicle Dunn was leaning on belonged to one of the victims. None of the victims knew, or had any association with Dunn prior to this incident. Dunn was placed under arrest and transported to the Stone Harbor Police Department.
A warrant was sought and authorized by Stone Harbor Municipal Court Judge John Fowler. Judge Fowler granted a warrant to be issued on Dunn on the charges of criminal sexual contact, a third degree crime and endangering the welfare of a child, a fourth degree crime. Judge Fowler set bail at $50,000 with a no 10 percent option. Dunn was also charged on a summons with harassment and disorderly conduct.
Dunn was processed and remanded to the Cape May County Correction Center in lieu of bail.
This matter is pending review by the Cape May County Prosecutor’s Office.
The charges and allegations contained in the complaint are merely accusations and the defendant is considered innocent unless and until proven guilty.
