STONE HARBOR – Officer Joseph Smith observed a suspicious person walk around to the rear of a convenience store Aug. 14 at 1:03 a.m.
When the officer approached the person, he observed the subject urinating. The individual yelled an expletive and began running away jumping fences behind the businesses on the 9400 block Third Avenue.
The individual, now known as John F. McGowan, 21, of Devon, Pa., was apprehended as he attempted to climb a fence. He continued to resist arrest and not follow instructions. He was subsequently secured and a vapor e-cigarette was discovered in his pocket with a substance that had an odor of marijuana.
McGowan was transported to the station, processed and charged with resisting arrest, obstruction of justice, defiant trespassing, possession of marijuana, drug paraphernalia and urinating in public.
This case is pending Stone Harbor Municipal Court appearance.
