The following is based on information received from a law enforcement agency. The persons named are innocent until proven otherwise in court.
VILLAS – The Lower Township Police Department participated in the Put the Brakes on Fatalities Day Oct. 10.
This initiative was designed to unite the country in moving towards zero fatalities for one full day (24-hour period), by encouraging motorists to obey all traffic laws, drive the posted speed limits, avoid distractions while driving (cell phones, etc.) and always being safe and sober behind the wheel.
According to a release, at 10:48 a.m., Patrol Officer Eric Danze conducted a motor vehicle stop in the vicinity of Bayshore Road and Shawmount Avenue in Villas. Upon approaching the vehicle, Danze detected the strong odor of what he believed was marijuana emanating from inside the vehicle.
He then observed a green in color leafy like substance believed to be marijuana residue on the driver’s pants. Additional police officers, who had arrived on scene as back up, located approximately one ounce of marijuana inside the vehicle.
The driver, Charles P. Barlow Jr., of Villas, was placed under arrest and transported to Lower Township Police Department headquarters for processing. Barlow was charged on a summons for possession of 50 grams or less of marijuana, a disorderly persons offense, and released on his own recognizance.
Barlow was also issued four motor vehicle summonses for possession of controlled dangerous substances (CDS) in a motor vehicle, failure to display front license plate, failure to inspect and failure to exhibit a driver’s license.
At approximately 9:51 p.m., Patrol Officer Kyle Boyle conducted a motor vehicle stop in the vicinity of Bayshore Road and Ocean Avenue in Villas. Upon interaction with the driver, Boyle detected what he believed to be a strong odor of raw marijuana.
The driver, Jose L. Ramos, Jr., of North Cape May, was found to be in possession of marijuana under 50 grams and CDS paraphernalia. Ramos was taken into custody and charged for possession of marijuana under 50 grams, a disorderly persons offense, and two counts of possession of CDS paraphernalia being a pipe and a grinder, both disorderly persons offenses.
Ramos was processed and released on his own recognizance and issued several summonses. Ramos was issued the following motor vehicle summonses: speeding in excess of 35 miles per hour over the posted speed limit and possession of CDS in a motor vehicle.
