OCEAN CITY — On Aug. 9 at approximately 3:10 p.m., police responded to the 3600-block of the beach for a lewdness investigation.
A family sitting on the beach had observed a man – identified as Ralph H. Messer, of Collegeville, Pa. – exposing himself to people on the beach.

Investigation revealed that Messer, 73, intentionally exposed his genitals knowing that other persons on the beach would observe his actions, police said.
He was charged with lewdness and released on a summons.
