NORTH CAPE MAY – Lower Township Police Special Officer Thomas Ritterhoff conducted a motor vehicle stop on a 2003 green Volvo on the 600 block of Townbank Road in the North Cape May section of Lower Township for a traffic infraction Feb. 28 at approximately 2:40 a.m. The vehicle was being driven by William C. Boucher II, 18, who resides in North Cape May.
During the course of the investigation, Boucher was found to be in possession of marijuana, a marijuana grinder and a scale. He was arrested on scene and transported to the Lower Township Police Department where he was charged on a criminal complaint summons with possession of a controlled dangerous substance (CDS) and possession of drug paraphernalia. He was additionally issued motor vehicle summonses related to the investigation.
He was released on his own recognizance pending court.
Assisting Special Officer Ritterhoff in the investigation were Patrolwoman Kaitlin Black and Special Officer Andrew Fisher.
The charges and allegations contained in the complaint are merely accusations and the defendant is considered innocent unless and until proven guilty.
