Narcotics Investigation Results in 15 Arrests; Heroin, Cocaine, Firearms Seized

COURT HOUSE – Cape May County Prosecutor Robert L. Taylor announced the conclusion of Operation Dream Chaser, a large-scale narcotics investigation. On May 7, this investigation, which was initiated by the Cape May County Prosecutor’s Office Gangs, Guns, and Narcotics Task Force, culminated in the execution of multiple search warrants in Cape May County.
So far, the equivalent of over 16,000 bags of heroin with a street value in excess of $281,000, and approximately four ounces of cocaine with a street value of approximately $5,600, were seized. A total of $156,235 was also seized. In addition, 10 firearms, three of which were handguns were seized. This is an ongoing investigation and searches are continuing. Forfeiture of assets used during this criminal activity will be sought through court filings.
Javier Alicia-Garcia, 33, of Ocean View, was charged with leader of a narcotics trafficking network, first degree, manufacturing, distributing or dispensing a controlled dangerous substance (CDS), first degree, and conspiracy to distribute a CDS, second degree. His bail was set at $500,000.
Melissa Lyston, 29, of Ocean View, and Ariel Rodriguez, 21, of Philadelphia, Pa. were charged with manufacturing, distributing or dispensing a CDS, first degree, and conspiracy to distribute a CDS, second degree. Their bails were set at $500,00 each.
As a result of a search warrant execution in Villas, Gadiel Santiago, 34, of Villas, was charged with manufacturing, distributing or dispensing a CDS, first degree, conspiracy to distribute a CDS, second degree, possession of a firearm (handgun) during a CDS offense, second degree, and certain persons not to possess, second degree. His bail was set at $500,000.
In addition, the following individuals were charged with conspiracy to distribute a CDS, second degree, and conspiracy to possess a CDS, third degree:
Vicente Alicea-Garcia, 35, of Wildwood. Bail: $250,000
Jeanelle Lyston, 61, of North Cape May. Bail: $250,000
David Fessler, 34, of Wildwood. Bail: $250,000
Michael Kendrick, 41, of Court House. Bail: Bail: $250,000
David Butler, 66, of Wildwood. Bail: $250,000
Joel Candelaria, 27, of Wildwood. Bail: $250,000
Rafael Delgado, 54, of Wildwood. Bail: $250,000
Shawn Peterson, 36, of North Cape May. Bail: $250,000
Erika Andrews, 29, of Wildwood. Summons
Also arrested during the investigation:
Steven Lyston, 59, of North Cape May. Charge: Possession of marijuana. Summons
Jamie Krail, 38, of Del Haven. Charge: Possession of cocaine. Summons
Search warrants were executed at 10 properties in the following towns:
Ocean View
Wildwood
Villas
North Cape May
Rio Grande
Search warrants were also executed upon 20 motor vehicles, five quads and three motorcycles, which were seized, and two storage units.
Leader of a narcotics trafficking network carries a mandatory penalty, if convicted, of life imprisonment with a 25-year period of parole ineligibility. First degree crimes carry a penalty between 10 and 20 years in New Jersey State Prison. Second degree crimes carry a penalty between five and 10 years, and third degree crimes carry a penalty between three and five years.

The individuals are only charged with the offenses and are presumed innocent until proven guilty.
