Motor Vehicle Stop Leads to Two Arrests, Seizure of 300 Bags of Heroin

WILDWOOD – Members of the Wildwood Police Department Detective Division, were conducting a covert narcotics investigation in connection to the active narcotics distribution encompassing northern neighborhoods spanning from Maple Avenue to Lincoln Avenue located in the City of Wildwood July 28.
This agency has received intelligence information from citizen sources in these neighborhoods regarding the open market street level sales of narcotics occurring, which have assisted this agency in the active investigation.
At approximately 8:30 p.m. July 28, members of the Wildwood Police Department Detective and Patrol Divisions conducted a motor vehicle stop concerning narcotics activity in the aforementioned neighborhoods. During the developing investigation, a search of the motor vehicle resulted in the recovery of approximately 300 individual bags of heroin. The heroin was prepackaged for street level sales and had an estimated street vale of approximately $3,000 dollars.
As a result of the investigation, the following individuals were arrested and charged with the appropriate narcotics related criminal charges:
Elizabeth Singh, 36, of Rio Grande was charged with possession of heroin, a crime of the third degree, possession of heroin with the intent to distribute, a crime of the third degree, possession of heroin with the intent to distribute within certain public property, a crime of the second degree and loitering with the intent to obtain narcotics, a disorderly person offense.
Heather N. Fowler, 36, of Rio Grande was charged with possession of heroin, a crime of the third degree, possession of heroin with the intent to distribute, a crime of the third degree, possession of heroin with the intent to distribute within certain public property, a crime of the second degree and loitering with the intent to obtain narcotics, a disorderly person offense.
Judge Dorothy Garrabrant of the Wildwood Municipal Court set bail for both Singh and Fowler ate $90,000 cash/bond, no ten percent all charges. The defendants were unable to post bail and were incarcerated at the Cape May County Correctional Center.
The charges and allegations contained in the complaint are merely accusations and the defendant is considered innocent unless and until proven guilty.
