NORTH CAPE MAY – On May 19 at approximately 10:05 p.m., Lower Township Patrol Officer Robert Fessler was conducting a property check at the David C. Douglass Memorial Park or West End Jetty in North Cape May, prior to closing the park.
Officer Fessler then approached the only vehicle in the parking lot, a Honda Civic, to advise the occupants that as per Local Ordinance the park would be closing at 10:30 pm.
When the driver of the motor vehicle, identified as Ryan Simcox, age 21 of the 200 Block of Holly Avenue in Rio Grande, rolled down the window to speak with the officer.
The officer observed a large amount of smoke that smelled of burnt marijuana coming from the motor vehicle.
Officer Fessler then had the occupants of the car exit the vehicle.
At this time, the Officer observed a glass pipe and a clear plastic baggie containing green vegetation in the center console of the motor vehicle.
Simcox and his front seat passenger, identified as Christian Myers, age 22 of 14 Rutledge Avenue in Del Haven, were arrested for Possession of a Controlled Dangerous Substance and Being Under The Influence of a Controlled Dangerous Substance.
The two men were transported to Lower Township Police Department for processing where Ryan Simcox was charged with:
Possession of Drug Paraphernalia
Possession of Marijuana, under 50 gms.
Being Under The Influence of a Controlled Dangerous Substance
All three charges being disorderly person offenses.
Simcox was also issued a Motor Vehicle Summons for having a Controlled Dangerous Substance in his motor vehicle.
Myers was charged with:
Being Under the Influence of a Controlled Dangerous Substance, also a Disorderly Persons Offense.
Both men were then released on a complaint summons with a court date.
