Indictments Handed up Sept. 15

COURT HOUSE – A Cape May County grand jury handed up indictments Sept. 15 on the following persons:
Michael A. Harmer, Zachary E. Hand
On May 24, Michael Harmer, 25, and Zachary Hand, 24, allegedly fired a 12-gauge shotgun out of a car window at another car during a chase from Wildwood to Rio Grande. This week the grand jury indicated the two on two counts of aggravated assault, one second degree and one fourth degree, conspiracy, second degree, possession of a weapon for unlawful purposes, second degree, and certain person, second degree.
Harmer, who has previously been convicted in Salem County for distribution of a controlled dangerous substance in 2013, was the one charged with certain person, since his conviction prohibited him from any right to possess a weapon.
A dispute started at a fast food restaurant in Wildwood and the chase followed on Rio Grande Boulevard. At least one shot was allegedly fired out the passenger side window of the car containing Harmer and Hand.
There were four individuals in the car being chased. The individuals fleeing Harmer and Hand were able to call police from their car.  Middle Township Police stopped Harmer’s vehicle in Rio Grande.
Paul J Alexander, William Darling Jr.
In separate arrests, Middle Township Police charged two convicted sex offenders with failure to report to local law enforcement. 
Paul Alexander, 40, was indicted for failure to report, a third-degree crime, in July. Alexander was convicted of criminal sexual contact in June 2003 in Cape May County. 
In 2007, Alexander was arrested by Lower Township Police for failure to report when he resided in Villas. He was arrested again in May 2014 on a warrant by Middle Township Police and once again in June of this year in Lower Township for contempt of court.
William Darling Jr., 52, was indicted for third-degree failure to report.  Darling was convicted of sexual battery for an incident in Brevard, Fla. in December 1997.  He was subsequently convicted twice in Florida for failure to report.  Darling relocated to Court House. 
Kayla Skiff
Kayla Skiff was indicted for resisting arrest, third degree, aggravated assault, third degree, and throwing bodily fluids, fourth degree.
The June 28 incident occurred in Upper Township. Skiff allegedly attempted to prevent a lawful arrest by threatening to use force against a New Jersey state trooper. Skiff later actually assaulted another trooper and threw bodily fluids as well.
Robert F. Reese
The grand jury indicted Robert F. Reese of Woodbine, for endangering the welfare of a child, second degree, sexual assault, second degree and lewdness, fourth degree. 
In the period from 2006 to 2009, Reese allegedly engaged in sexual conduct with a child less than 13 years of age. 
Lloyd H. Slater
Lloyd Slater, 30, of Vineland, was indicted for shoplifting, third degree, eluding police, second degree, and receiving stolen property, third degree. 
On July 16, Slater allegedly took merchandise from a Rio Grande store valued in excess of $500 and then attempted to elude police in an automobile. Slater is also accused of knowingly receiving a stolen gold GMC Jimmy.
Francis A. Zappacosta
Frank Zappacosta, 37, of Philadelphia, has been indicted for burglary, third degree, theft, third degree, criminal mischief, fourth degree. 
Zappacosta is accused of entering a home on Marlyn Drive in Middle Township between Aug. 26 and 29, 2011. During that burglary, he allegedly took property valued in excess of $500 and knowingly damaged property, with damage estimated in excess of $500. 
Despite his residence in Philadelphia, Zappacosta had been arrested in Middle Township in the past. 
The individuals are only charged with the offenses and are presumed innocent until proven guilty.
