Indictments Filed Oct. 2

COURT HOUSE – A Cape May County grand jury handed up 22 indictments Oct. 2. 
The abbreviation CDS below stands for controlled dangerous substance. 
A “certain person not to have weapons” charge can be made against an individual found in possession of a weapon, even though a previous felony conviction banned weapons possession. 
All individuals listed are presumed innocent unless proven guilty.
Stanley T. Williams 
Stanley Williams, of North Wildwood, was indicted for third-degree theft of property from a liquor store. The value of the property taken was greater than $500, which is the threshold for a third-degree count.
Nicole A. Castonguay
Nicole Castonguay, of Upper Township, faces an indictment for first-degree attempted murder and second-degree aggravated assault for “purposely attempting to kill” a female victim with a piece of heavy pottery. 
Added to the indictment were counts for third-degree possession of a weapon for unlawful purposes and fourth-degree unlawful possession of a weapon.
Ashley Burza
Ashley Burza was arrested in North Wildwood in August for assaulting a police officer and resisting arrest. The assault count in the indictment is in the fourth degree. The count for resisting arrest is third degree.
Blake A. Bixler
Blake Bixler, 25, of Rio Grande, was indicted for aggravated assault, two counts, one third and one fourth degree. He also faces a third-degree count for resisting arrest and a fourth-degree count for throwing bodily fluids.
Christopher M. Arnold 
Christopher Arnold, 19, of Ocean City, is lodged at the Cape May County Correctional Facility. He was indicted on two counts of possession of a weapon for unlawful purposes, both second degree, two third-degree counts for unlawful possession of a weapon and possession of a CDS, methamphetamine, and two fourth-degree counts for obstructing the administration of law and resisting arrest. The weapon in question was a gas-powered handgun.
Andre L. Alston 
Andre Alston, of Ocean City, was indicted for second-degree unlawful possession of a weapon, a handgun, and fourth-degree possession of a prohibited weapon, hollow-point bullets. 
Benjamin D. Rosenzweig, Yadimar Lacen-Hernandez, Robert H. Kabusk, Osmond Garrison, Francis W. Congleton, Jessica L. Schultz
The six individuals listed were each separately indicted for possession of a CDS, third degree. Each faces one count, except for Congleton whose indictment contained four counts for possession of heroin, methamphetamine, amphetamine, and oxycodone.
Isaiah Rios 
Isaiah Rios was arrested in Ocean City in July. He faces three counts of third-degree possession of a CDS, a third-degree count for possession with intent to distribute within 1,000 feet of a school, and two counts for possession of a prescription legend drug, one count third degree and the other fourth degree.
William C. McNeal
A Wildwood resident, William McNeal, 56, faces two counts of third-degree possession of a CDS, two third-degree counts for possession with intent to distribute, two second-degree counts for intent to distribute within 500 feet of public property and two third-degree counts for possession with intent to distribute within 1,000 feet of a school. Added to those eight counts was one for third-degree hindering apprehension.
Dmytro Pakulyak
Dmytro Pakulyak, of Wildwood, was indicted for both second and third-degree aggravated assault, one count second and one third degree. Pakulyak faces two third-degree counts for making terroristic threats and possession of a weapon for unlawful purposes. A final count was in the fourth degree for unlawful possession of a weapon, a knife.
Leonard Giacobetti
Leonard Giacobetti, of Ocean City, faces a fourth-degree count for criminal mischief.
Matthew H. Makowski
Matthew Makowski, of Lower Township, faces two third-degree counts for aggravated assault and terroristic threats stemming from a domestic violence incident in August.
Amanda Mastrogiacomo, Derrek Lutz 
Amanda Mastrogiacomo, 30, of Villas, and Derrek T. Lutz, of Lower Township, were indicted for third-degree possession of a CDS, fentanyl. Lutz was also indicted for possession with intent to distribute, third degree. 
Jason Mansfield and Crystal Rambo 
Jason Mansfield and Crystal Rambo face two counts of possession of a CDS and one count of possession with intent to distribute, each count third degree. They are also charged with fourth-degree intent to distribute drug paraphernalia.
Michael Fisher
Michael Fisher, of Middle Township, was indicted for fourth-degree certain person. Fisher was in possession of a knife. His conviction in 1992 for endangering the welfare of a child means he is barred from possession of weapons.
Tessa R. Carty 
Tessa Carty was arrested in Sea Isle City in June. That incident led to her indictment for two counts of fourth-degree assault on a police officer and one fourth-degree count for throwing bodily fluids.
Robert R. Carr 
Robert Carr, 53, of Vineland, was indicted on two fourth-degree counts for unlawful possession of a weapon, a knife, and certain person. Carr was convicted in Cumberland County in 1999 for aggravated assault.
