Indictments Filed Aug. 14

COURT HOUSE – The Cape May County grand jury handed up 22 indictments Aug. 14.
The abbreviation CDS below stands for controlled dangerous substance.  Certain person not to have a weapon is a charge that can be brought against individuals whose previous conviction(s) make it a crime for them to possess weapons.
The following actions are alleged by law enforcement agents. Persons named are innocent until proven otherwise in court.
Ling Zhou
Ling Zhou was indicted on one count of first-degree money laundering and two second-degree counts for theft by deception and impersonation.  The indictment stated that Zhou engaged in an illegal transaction of property obtained by deception from an Avalon Title Company while impersonating someone else. 
The money laundering count states that the transaction was in excess of $500,000.
Conviction for a first-degree crime can carry a jail sentence of 10 to 20 years, while second-degree convictions can lead to prison terms of up to 10 years each.
Spencer D. Willis-Watkins
Spencer Willis-Watkins, 25, of West Cape May, was indicted on three counts of aggravated assault, one second-degree and two third-degree. The assault of a female victim met the definition of domestic violence according to the indictment.
William White
William White, 60, of Villas, faces a seven-count indictment for third- and fourth-degree aggravated assault, third-degree terroristic threats, and four separate second-degree counts for possession of a weapon for unlawful purposes and certain person.
The indictment listed a .38 caliber handgun as the weapon which White pointed at the victim threatening to kill her.
Robert A. Winter, Alicia Winitis, Dwayne Aubrey, Ashley Brownstein, Sean Carr, Diane Crew, Bruce Martin, Andrew Mathis, Daniel Rossi, Ashley Piazza, Roy Sailers, James Purdy
The 12 people listed above were each separately indicted on one count of possession of a CDS, third degree. The arrests occurred in Wildwood, Middle Township, Upper Township, Ocean City and Lower Township.
Ashley Brownstein also faces a fourth-degree count for operating a vehicle during a second license suspension.
Frances Leszczynski
Frances Leszczynski, 22, of Villas, was indicted for operating a motor vehicle during second license suspension, fourth degree.
Tony L. Velli
Tony Velli, of Villas, was indicted for third-degree theft.
Justin McCausland
Justin McCausland, 26, was indicted for receiving stolen property, third degree.
Melvin Santiago
According to the indictment, on July 4 in Ocean City, Santiago assaulted a police officer, fourth degree, while resisting arrest, third degree. There were three children involved in the incident leading to a second-degree charge of endangering the welfare of a child. 
Robert Pfaff
Robert Pfaff, 54, of Cold Spring, was indicted on theft and weapons charges. Pfaff faces third-degree theft and unlawful possession of a weapon counts.
He is also charged with manufacture, transport, disposition and defacement of weapons, fourth degree.
Pfaff’s 2013 conviction for burglary and conspiracy also led to a last count in the current indictment of second-degree certain person.
Jeremy Horniacek
Jeremy Horniacek, 21, of Wildwood, was indicted for third-degree possession of a CDS and second-degree possession with intent to distribute.
Two additional counts arose from his location which was within 1,000 feet of a school, third degree, and 500 feet of public property, second degree. The CDS involved was 5-fluoro ABD, a synthetic cannabinoid, which was in an amount greater than one ounce.
Manuel Santiago
Manuel Santiago, of Middle Township, was indicted on three counts of aggravated assault, one second-degree and two third-degree, in an incident that the indictment stated met the criteria for domestic violence. He also faces counts for third-degree terroristic threats and second-degree endangering the welfare of a child, age 2 years.
