COURT HOUSE – A Cape May County grand jury handed up 15 indictments April 4. The abbreviation CDS below stands for controlled dangerous substance.
Joseph McCarraher, Meghan Valeri
In February 2016, the North Cape May Branch of Crest Savings Bank was robbed by a masked gunman. The male demanded money and then fled into a nearby wooded area.
The investigation led police to Joseph McCarraher, 27, of Villas. McCarraher allegedly made terroristic threats to a bank employee while pointing a Glock .45 caliber handgun. During the investigation, McCarraher also allegedly attempted to conceal or destroy evidence.
The grand jury indicted McCarraher for first-degree robbery, second-degree possession of a weapon for unlawful purposes, as well as third-degree terroristic threats and hindering apprehension.
Meghan Valeri, 21, of North Cape May, was included in the indictment on one count of third-degree hindering apprehension.
Matthew K. Lyall
Matthew Lyall, 38, of Ventnor, was indicted for third-degree theft by deception. Lyall, operating under a company name of MyRepairs, allegedly accepted funds for the repair of an appliance and failed to supply the service. The incident occurred in West Wildwood in November 2016.
Lyall, who also has gone by the name of Kai Thompson, is also facing charges as a bogus appliance repairman in municipalities from Little Egg Harbor to Ocean City.
After being released on his own recognizance in Ocean City, Lyall allegedly started the same scam as MyRepairs moving south into Cape May County.
Philip King
Philip King, 38, of Burleigh, allegedly rear-ended a car stopped at a red light on Route 47 near Railroad Avenue. Police said King had lost control of his car when he overdosed on heroin and fentanyl.
King was treated for the overdose at Cape Regional Medical Center. The driver of the other car suffered minor injuries. King was indicted for possession of a CDS, third degree, and fourth degree aggravated assault.
Nicholas Olexa
Nicholas Olexa, 23, of Villas, was indicted for fraudulent use of a credit card, third degree, along with two fourth-degree counts of unlawful theft of a credit card and theft.
Olexa allegedly used the stolen card to pay bills at several municipal courts throughout the lower part of the county including Wildwood Crest, Lower Township, Cape May and Middle Township.
In December Olexa was indicted for sexual assault.
Multiple indictments for buprenorphine possession:
Richard Schofield, Josue Capella, Ricardo Delquadro
Buprenorphine is a drug developed to aid in opiate addiction therapy. For individuals with a high tolerance for opiates, buprenorphine reduces cravings for drugs such as heroin. When used properly, it is an effective therapy.
According to the National Drug Intelligence Center, it can be abused especially by individuals undergoing morphine therapy since the presence of morphine and buprenorphine together heightens the impact of each drug. The drug has shown up more frequently in indictments for illegal possession this past year.
Richard Schofield, 37, and Josue Capella, 32, both of North Cape May, along with Ricardo Delquadro, 32, of Villas were indicted separately for third-degree possession of a CDS, buprenorphine.
Amber Costello
Amber Costello, of Ocean City, was indicted for third-degree aggravated assault and resisting arrest. The incident in February occurred while she had a duty to care for two children, ages 1 and 4.
Two counts of second-degree endangering the welfare of a child were also part of the indictment.
Ryan Broughton
Ryan Broughton, 24, of North Cape May, “purposely and knowingly” disobeyed a restraining order. In so doing, he endangered three children ages 10, 5 and 2 years old.
Broughton was indicted for fourth-degree criminal contempt and three counts of second-degree endangering the welfare of a child.
Joseph Bimbo
While employed as a painter for a vacation home in Wildwood Crest, Joseph Bimbo allegedly stole $23,000 worth of jewelry. He was indicted for theft and fencing, each in the third degree.
Jose Ruiz
Jose Ruiz, 39, of Millville, was indicted for possession of a CDS, heroin, along with two counts of distribution of heroin and distribution within 1,000 feet of a school, Wildwood High School.
Each of the counts was in the third degree. Since his location was also within 500 feet of Poplar Park, the indictment contained two counts of second-degree distribution of a CDS within 500 feet of public property.
Last month Ruiz was also indicted for possession of a CDS.
Dawn Alstatler
Dawn Alstatler, 41, of Villas, was indicted for unlawful theft of a credit card, fourth-degree. Her alleged use of the card led to two counts of third-degree fraudulent use of a credit card and one count of third-degree theft.
Alstatler allegedly used the stolen card at a liquor store, a convenience store, two food markets, a Chinese restaurant, a dollar store and a store of a large national retailer.
Ondre Allen
Ondre Allen, 31, of Wildwood, was indicted for possession of a CDS, cocaine. The incident occurred in Wildwood on March 28.
Gerald Gibbs, John Grant Jr.
Gerald Gibbs, 45, of Wildwood, was indicted for possession of a CDS, cocaine, third degree, along with the distribution of cocaine and distribution within 100 feet of a school, Glenwood Elementary. His indictment also contained a second-degree count of distribution within 500 feet of public property, Maxwell Field.
John Grant Jr., of Wildwood, was added to the single count of possession of a CDS, third degree.
Richard Gibson, Delores Palmer
During December 2016, Richard Gibson, 30, of Mays Landing, and Delores Palmer, 35, allegedly entered into a conspiracy to commit theft. The indictment alleges that they carried through on that conspiracy taking property valued at greater than $500. The two were indicted for conspiracy, theft and receiving stolen property, each in the third degree.
The above individuals are presumed innocent until proven guilty.
