Husband and Wife Arrested for Theft on Beach

NORTH WILDWOOD – Officers Jacob Chadwick and Eric Evans responded to 17th and Beach for reports of a male and a female stealing items from bags on the beach Saturday, July 4 at approximately 2:12 p.m.
As the officers arrived, the North Wildwood Beach Patrol stated they were flagged down by beachgoers who said the accused female was at 18th and Beach with her children. Lifeguards were with the accused, Kelly Costanzo, at that location. She was arrested by Officer Chadwick and her three children, ages 12, 9 and 6, were transported to police headquarters.
The male accused, Costanzo’s husband, Larry Hall, fled the area before police arrived. Further investigation revealed that Hall was in possession of $500 in cash and a cell phone that was stolen from the beach. Hall was located at Lincoln and Ocean Avenues in Wildwood by Officer Mark Santiago and arrested.
Hall, 39, and Costanzo, 36, both residing in Philadelphia, Pa., were arrested and charged with child endangerment and theft. Bail was set by Judge Louis J. Belasco, Jr., PJMC, in the amount of $35,000/10 percent on Hall and $25,000/10 percent on Costanzo for these charges. Both were lodged in the Cape May County Correctional Center unable to post bail. The children were placed in the custody of a relative by the New Jersey Department of Children and Families.
The charges and allegations contained in the complaint are merely accusations and the defendants are considered innocent unless and until proven guilty.
