Grand Jury Indictments Filed June 9

COURT HOUSE – William C. McNeal Jr., 34, of Court House was indicted on a long string of drug-related charges. The Cape May County grand jury returned indictments for possession with intent to distribute a controlled dangerous substance (CDS), third degree, possession with intent within 500 feet of public property, second-degree, and with 1,000 feet of a school, third-degree. In addition, McNeal was indicted for possession of a weapon, “metal knuckles with a folding knife,” while committing a CDS crime, third degree, as well as possession of a prohibited weapon, fourth-degree and possession of a weapon as a “certain person” previously convicted of distribution.
The incident that led to the charges occurred March 7 in Wildwood within 500 feet of Cedar Park and close to Glenwood Avenue Elementary School.
In 2006, McNeal was charged with aggravated assault and possession of a deadly weapon after a female told police that he had threatened her with a 14-inch serrated kitchen knife and then threw the knife at her. McNeal was also arrested earlier this year on charges of disorderly conduct and possession of drug paraphernalia.
On May 29, McNeal was committed to Cape May County Correctional Center by Wildwood Police on contempt of court and threat to kill.
Louis Serrecchia, 42, from Dennis Township was indicted for operating a CDS production facility, first-degree, possession with intent to distribute, second-degree, and possession of a weapon while committing a CDS crime, second-degree. Serrecchia was arrested at his residence in Dennis Township April 4. The investigation uncovered almost 40 marijuana plants and other contraband. The weapon found was a muzzle loader pistol with affixed knife blade.
Jermaine Russell, 26, of Woodbine was indicted for possession with intent to distribute a CDS (two counts), third-degree, and with possession with intent within 500 feet of public property (two counts), second degree. The drugs involved were cocaine, a Schedule II drug, in an amount less than half an ounce and heroin, a Schedule I drug, also in an amount less than half an ounce. The indictment alleges that the incident occurred on Feb. 5.
According to State Police, Russell possessed 48 baggies containing suspected crack cocaine and 56 paper folds containing suspected heroin after being arrested for an active warrant March 13.
On May 11, Russell was committed to the Cape May County Correctional Center by Woodbine barracks State Police for possession of a handgun and contempt of court.
The grand jury returned indictments against Chet H. Labov, 30, of Dennisville. LaBov is charged with forging a check, a third-degree crime, and “uttering a forged instrument,” third-degree. The charges stem from an alleged attempt by LaBov to defraud TD Bank with a check for $80 in the name of Harry Labov. The incident occurred April 9.
In January, Chet Labov had been arrested on possession of heroin and possession with intent to distribute charges. That arrest followed his being stopped to serve warrants for his arrest from Woodbine and Dennis Township municipal courts.
Annarosa K. Carratura, 30, of Ocean City was indicted for possession with intent to distribute a CDS, third-degree, and possession with intent within 1,000 feet of a school, third-degree. The charges stem from an incident April 23. The drug in question was heroin in a quantity less than half an ounce. Carratura had also been arrested in Ocean City in August 2013 and again in August 2014. The first of those incidents was for driving without a license and the second for “willful non-support.”
The indictments contain charges that are merely accusations and the defendant is considered innocent unless and until proven guilty.
