OCEAN CITY – On Feb. 25, at 2:56 p.m., Patrolman Pat Walsh conducted a motor vehicle stop in the 1500 block West Avenue for multiple motor vehicle violations.
According to a release, while conducting the motor vehicle stop, the officer observed that the occupants, Robert J. Dowe, 22, of Atlantic City, and Zayquan E. Osei-Mincey, 19, of Philadelphia, were in possession of suspected marijuana. The occupants were placed into custody by the officer.
A subsequent search of the vehicle revealed a loaded handgun, .38 caliber Derringer, and additional suspected marijuana. The additional suspected marijuana was packaged in a manner that is commonly used for sale and distribution. Also discovered were a scale and packaging materials.
Walsh was assisted by Sgt. Koob, Patrolam Doto, Detective Wilent, and Detective Mullineaux during the investigation.
Both Dowe and Osei-Mincey were placed under arrest and charged with possession of weapon with a CDS (controlled dangerous substance) offense, second degree, possession of weapon for unlawful purpose, second degree, unlawful possession of weapon, second degree, possession of marijuana with intent to distribute, third degree, possession of CDS – pills, third degree, possession of drug paraphernalia, disorderly persons offense, and possession of marijuana under 50 grams, disorderly persons offense.
Both were transported to the Cape May County Correctional Center pending a bail hearing on Feb. 26.
