Continuing Narcotics Investigation Results in Three Arrests; Heroin Seized

COURT HOUSE – County Prosecutor Robert L. Taylor announces an update to the continued large scale narcotics investigation, ‘Operation Dream Chaser.’
As a result of this ongoing investigation, an additional $140,000, as well as two residential properties, 2700 block of Route 9 in Ocean View and 200 block of Apple Blossom Road in North Cape May are in the process for civil forfeiture as proceeds from the distribution of narcotics within Cape May County.
Also, three additional individuals were arrested and charged with conspiracy to distribute a controlled dangerous substance, second degree, and conspiracy to possess a controlled dangerous substance, third degree, Norman A. Rosario, residing in Rio Grande, Mario Pagan, residing in Wildwood and Alvin Mercado, residing in Woodbine. All three individuals were remanded to the Cape May County Correctional Center in lieu of $250,000 cash bail.
Additional court authorized search warrants were executed on vehicles resulting in the discovery of hidden compartments. Concealed within these hidden compartments were 517 bags of heroin with a street value upwards of $52,000.
As of this point in this investigation, the total amount of money seized as proceeds of the distribution of heroin within Cape May County is approximately $348,903, a total of 15 individuals arrested and approximately 25 vehicles pending civil forfeiture. Complaints will be filed in the Superior Court of New Jersey seeking forfeiture of the residential properties and vehicles.
Prosecutor Taylor commented that his office is working diligently side by side with each of the local police departments within the county to combat the distribution of drugs such as heroin.
Prosecutor Taylor further commented that as drug-related overdoses continue to occur from the illegal use and abuse of drugs such as heroin, his office continues to travel around the county providing a training presentation called “Pills to Heroin.” This presentation outlines the dangers of prescription medication and heroin abuse and covers a wide range of topics to include drug trends and identification, penalties and resource outlets for addicts.
Prosecutor Taylor further stated that law enforcement officials in the county will continue to seek out and target these drug distributors who continue to poison our residents and visitors. Prosecutor Taylor continues to urge the citizens of Cape May County to report any information regarding illegal drug activity and or any criminal activity within community and that this information can be reported anonymously through the Cape May County Sheriffs Tip Line at cmcsheriff.net and click on anonymous tip, or through the Cape May County Crime Stoppers at 609-465-2800 or 877-465-2801, Cape May County Prosecutor’s Office at 609-465-1168.
The charges and allegations contained in the complaint are merely accusations and the defendants are considered innocent unless and until proven guilty.
