Cape May Police Charge Philly Men After Vehicle Stop

CAPE MAY — Cape May police arrested two Philadelphia men on the afternoon of Aug. 1 following a motor vehicle stop on Washington Street near West Street.
According to police, Sgt. John Bobik stopped the vehicle for the driver not wearing a seat belt and erratic driving.
The driver, Alexander S. Lugin, 22, of Nandina Street, Philadelphia, was subsequently arrested by police and charged with several motor vehicle violations, including DWI, unlicensed driver, failure to wear seat belt, consuming alcoholic in a motor vehicle and possession of drugs in a motor vehicle.
Additionally, Lugin was charged with criminal complaints alleging possession of cocaine) and drug paraphernalia.
Police have also criminally charged a passenger, Oleksandr Balanyuk, 32, of Bridle Road, Philadelphia, with hindering apprehension after he is alleged to have assisted Lugin in an attempt to avoid apprehension.
Both subjects were released on summons complaints and appeared in Cape May Municipal Court on Wed., Aug. 4 at 9 a.m.
