CLINTON – The Town of Clinton Water Company and Sewage Utility experienced a disruption in their billing and monitoring database July 10, Hunterdon County Prosecutor Anthony P. Kearns, III, Hunterdon County Prosecutor’s Office Chief of Detectives John J. Kuczynski and Town of Clinton Police Chief Brett Mathias announced Oct. 27.
An investigation was conducted by Detective Sgt. Jay Hunter of the Clinton Police Department, with assistance from the Hunterdon County Prosecutor’s Office. It was discovered that the disruption was caused by an unauthorized access into the town’s computer system. The investigation revealed that James Klocksin, 63, of Cape May, who was formerly contracted by the Town of Clinton for computer services, conducted the unauthorized access.
On Oct. 7, Detective Sgt. Jay Hunter, Patrolman Timothy McGuire, Detective Brian Jados of the Hunterdon County Prosecutor’s Office and representatives of the Cape May County Prosecutor’s Office arrested Klocksin and executed a search warrant at his home in Cape May. Klocksin was charged with unauthorized computer access, a third degree crime and unauthorized computer access causing damage, a fourth degree crime. No confidential information or any information was compromised or accessed. The extent of the actions resulted in a temporary crash of the database which has been restored.
The filing of a criminal complaint is merely a step in the criminal justice process. The defendant is presumed innocent until the matter is resolved in a court of law.
