Bomb Threat Closes Bayshore Road

The following is based on information received from a law enforcement agency. The person(s) named is innocent until proven otherwise in court.
VILLAS — On Nov. 19, at about 10:20 a.m. Lower Township police officers conducted a motor vehicle stop on Ridgewood Avenue just off Bayshore Road in Villas.   
According to a Nov. 20 release, the passenger of the vehicle shouted that he had a bomb in the trunk of the vehicle. Officers immediately removed both the driver and passenger from the area for their own safety.
Lower Township shift commander, Cpl. Jennifer Anzelone, set up a safety perimeter around the area of the vehicle.   
She initiated protocols for an explosive device response. Several homes and businesses were evacuated and sections of Bayshore Road and Ridgewood Avenue were closed to traffic.  
Traffic was immediately diverted away from the potential threat.
A joint response by the Cape May County Prosecutor’s Office, Cape May County Sheriff’s Office, Atlantic City Bomb Squad, Bureau of Alcohol, Tobacco, and Firearms (ATF); Federal Bureau of Investigations (FBI); Lower Township Patrol and Detective Divisions; Villas Fire Department; and the Lower Township Rescue Squad was initiated to investigate the alleged explosive device.
A command center was established in a staging area utilizing the County Prosecutor’s Office Incident Command Post vehicle.
Technicians examined the entire vehicle and determined that the vehicle did not have any explosive device.  
The scene was deemed safe and subsequently cleared by the responding agencies.  
All roadways were reopened. Residents were immediately notified that they could return to their homes.  
Business owners were also contacted so that they could resume normal activities.
Investigation revealed that Albert D. Narciso, 57, immediately left the vehicle during the traffic stop. He was ordered to stay in the vehicle by a police officer and reluctantly did so after screaming profanities.  
Narciso exited the vehicle a second time and became belligerent, and continued to yell obscenities causing a small crowd to gather.
It was determined that the driver was operating the vehicle without a valid driver’s license. Officers attempted to calm Narciso but he continued to yell and escalate the situation. While being questioned, Narciso made two repeated statements that there was a bomb in the trunk.  
Narciso was arrested on scene and later charged on a warrant for false public alarms and lodged in the Cape May County Correctional Center.   
During the investigation the driver of the vehicle, identified as Lori H. Narciso, 56, threatened to take her own life.  
Lower Township police requested Lower Township Rescue to respond for an evaluation.  
Upon arrival of medical personnel, Narciso refused to go to the hospital and attempted to pull away from officers and flee the scene.  
She then started kicking her feet and struck an officer in the leg.  
She was then restrained and transported to Cape Regional Medical Center.  She was later charged with aggravated assault on a police officer and released on a summons.
A subsequent safety search of Narciso’s residence was conducted, and nothing was found.
