Automated License Plate Reader Leads to Felony Arrest

VILLAS – Lower Township Officers Mellina and Kocis encountered a possible stolen motor vehicle in the Villas section of Lower Township May 8.
With the aid of advanced technology, Automated License Plate Reader (A.L.P.R.), a stolen vehicle was located. This vehicle was reportedly taken out of Pennsylvania in April of 2015.
Lower Township officers stopped the suspect vehicle in the area of East Greenwood and Woolson avenues in Villas. Lower Township Police Dispatch confirmed the vehicle, a 2015 red Buick sedan, was stolen.
The operator of the sedan, identified as Malick M. Philippe, 23, from Jamaica, N.Y., was removed from the vehicle and arrested. Philippe was found to be in possession of a large amount of cash, marijuana, 95 bags of heroin, cocaine and five prescription pills that were not prescribed to him.
Phillippe was further processed and taken to the Cape May County Correctional Center on $60,000 full cash bail, set by Judge Thomas Hillegass. The following charges were lodged against him: Theft by unlawful taking, a third degree crime, distribution of narcotics, a third degree crime, possession of heroin, a third degree crime, possession of cocaine, a third degree crime, possession of prescription legend drugs, a third degree crime, and possession of marijuana, a disorderly persons offense.
Police report this arrest was made possible with the aid of advanced technology, A.L.P.R. These devices are now being used by a number of law enforcement agencies around the nation, and a number of police agencies in New Jersey have recently acquired these devices or are planning to do so in the near future. License plate recognition technology can be used to support a wide range of law enforcement operations and activities, including homeland security, criminal and terrorist suspect interdiction, revoked/suspended driver interdiction, stolen property recovery, stay away order enforcement and, of course, the apprehension of individuals who are subject to an outstanding arrest warrant.
The charges and allegations contained in the complaint are merely accusations and the defendant is considered innocent unless and until proven guilty.
