Conifer Project: Affordable Housing in Rio Grande

RIO GRANDE — On Thursday, Aug. 22, the Township of Middle held their planning board meeting. One of the applications for final review pertained to the Rio Grande Housing Partners, LLC. The location of proposed site is 4006 Rt. 9 South, nearby Kmart shopping center. Despite past controversy, there was no public comment offered at this meeting.
In speaking to Twp. Zoning Officer and board secretary, David May, all applications pertaining to proposed project (revised, preliminary and final) have been approved unanimously. Now six months of deliberations complete, the next step is to meet and approve a memorialized resolution which will spell out all conditions the applicant has to fulfill before and during construction. May calls this the “Bible” for a development such as this. Additionally, outside agency approvals will be required, such as Department of Transportation for street openings, city application for the usage of Old Rio Grande Blvd., CAFRA permits for state approval due to nearby wetlands and Cape Soil for the disturbance of land.
Because there already exists a minor subdivision on property, lot lines were moved to accommodate wetlands.
“Everything needs to filed before we can start work breaking ground for project,” says May.
He was reluctant to suggest a timeline as to when construction would actually begin. “It could be a few months, it could be a year. It is uncertain and I can’t give an estimate.” Like most construction projects, it will be broken up into phases. Once complete, 112 units will be created.
As this project receives funding by the state, it will abide by all state rules and regulations regarding affordable housing.
