Man Gets Three Years in Fatal Ocean City Crash

Robert Harkins was employed by the Cape May County Prosecutor's Office when the alleged information took place.

Cape May County Prosecutor Jeffrey Sutherland has announced that Ruddy Narvaez, 36, of Galloway Township, has been sentenced to three years in state prison for his role in a fatal vehicular homicide that occurred in Ocean City in June 2021. 

Narvaez was the driver of a 2018 Jeep Wrangler that struck a 2005 Mercury Sable operated by Kevin Farrell, 48, of Somers Point, who was attempting to make a left-hand turn onto Bay Avenue from Ninth Street.

Narvaez’s vehicle hit Farrell’s on the passenger side, killing front-seat passenger John David Andrews, 66, of Ocean City. Farrell was injured and taken to the hospital.

Sutherland’s press release said Narvaez’s conviction stemmed from an incident involving excessive speed and running a red light.

The Ocean City Police Department led the initial investigation, with crash analysis completed by the Cape May County Prosecutor’s Office’s Fatal Crash Unit.
