New Commissioner Joins the Delaware River and Bay Authority

New Castle, DE — Today, the Delaware River and Bay Authority (DRBA) welcomed a new Board member. Chairman William E. Lowe, III administered the Commission Oath of Office to Crystal L. Carey, Esq. of Dover, Delaware, prior to the bi-state agency’s monthly meeting. Commissioner Carey will serve a five year term, which extends to July 1, 2018. On Jan. 21, the Delaware State Senate confirmed her nomination.
“I am honored that Governor Markell appointed me to serve the residents of Kent County and the State of Delaware as an Authority Commissioner,” Carey said. “With its family of transportation facilities, the Authority significantly impacts the economies of both Delaware and New Jersey. Whether its governance, operations, or economic projects, I am confident that I will be able to make a positive contribution to the Commission’s policy discussions.”
“Commissioner Carey is a distinguished attorney with significant expertise in real estate law,” Lowe remarked. “She brings an important perspective to the Commission and we are fortunate to have her onboard.”
A partner and director at Schmittinger & Rodriguez in Dover, Delaware, Ms. Carey focuses her practice in real estate and family law. A graduate of the University of Delaware, Ms. Carey earned a Juris Doctor from the University of Maryland. She is admitted to practice law in the state and federal courts in Delaware and Maryland, as well as the U.S. Court of Appeals for the Third and Fourth Circuits and the U.S. Supreme Court.
“Commission service is a significant volunteer commitment,” remarked Executive Director Scott A. Green. “We appreciate Commissioner Carey’s willingness to serve the people of Delaware and New Jersey.”
Commissioner Carey is a member of the Delaware, Maryland and District of Columbia Bar Associations. She is also a member of the American Bar Association and is currently serving a one year term as an Executive Committee Member of the Delaware State Bar Association. Ms. Carey was selected to serve as a Trustee on the Lawyers Fund for Client Protection and serves on the Delaware Bar Foundation. She replaces Gary F. Traynor, who due to a career change resigned in Jan., 2015.
The Commission is comprised of twelve commissioners – six each from New Jersey and Delaware – who are appointed by their respective Governor. The DRBA, a bi-state governmental agency created by Compact in 1962, owns and operates the Delaware Memorial Bridge, the Cape May- Lewes Ferry, and the Delaware City – Salem Ferry Crossing. The DRBA also manages corporate and aviation properties through its economic development powers – two airports in New Jersey (Millville Airport and Cape May Airport) and three in Delaware (New Castle Airport, Civil Air Terminal and Delaware Airpark).
