NEW CASTLE, DE – On Feb. 22, 2017, James N. Hogan of Franklinville, N.J. and William E. Lowe, III of Lewes, Del. were sworn-in to the leadership posts of Chairman and Vice Chairman respectively at the bi-state agency’s monthly meeting. Hogan and Lowe were unanimously selected to serve in the leadership roles by their fellow Commissioners at the conclusion of last month’s meeting held on Jan. 18, 2017. The leadership posts of Chairman and Vice Chairman rotate between the States of Delaware and New Jersey every two years.
Beginning his third term as Commission Vice Chairman, Mr. Lowe has guided vessels up the Delaware River as a Pilot for the Pilots’ Association of the Bay and River since 1989. Chairman Hogan, who serves as Gloucester County Clerk – a position he has held since 1998 – will be starting his fourth term as Chairman during his Commission tenure.
