The City of Cape May Housing Authority (CMHA) has once again achieved the Designation Status of “High Performer” in the HUD Public Housing Assessment System (PHAS). The Authority received a scoring of 94% out of 100% for the 2017 fiscal year.
PHAS is HUD’s management tool for effectively and fairly measuring the performance of a Public Housing Agency (PHA) in essential housing operations. This includes the areas or “Sub-Systems” of Financial Condition, Physical Property Condition, Management Operations and Capital Fund expenditures, as well as maintaining a high Occupancy Rate.
The CMHA is considered a “Small Housing Agency,” which is also true of the majority of PHA’s across the country. It is no small task to achieve such a success in these times of very limited funding, whereby public housing must be provided to at least 40% of residents at 30% of Area Median Income (AMI). For one person, that level in 2018 is $16,550.
On behalf of the Authority’s Board of Commissioners, Chairman Thomas G. Hynes thanked the Executive Director, Carol Hackenberg and the CMHA’s small staff for the “dedication and hard work needed to make this success possible.” He also thanked the Board’s six other members for volunteering their time and talents to oversee the Authority’s policies and procedures.
Hackenberg thanks the Board in return for their supportive efforts, and commended her staff who wear many hats in the workplace.
