Suggest watching "Rails to Trails" on PBS Time to take over the failed railroad in Cape May and Lower by researching the original easement and to whom it reverts to when the rail fails. There are millions in escrow to do this and something called a railroad bank so that it's future use can be restored to high speed rail.
